BACKGROUND 1 . Pursuant to instructions from the City �lanager, the Planning pepartment has studied the desirabi1ity of establishing an exclusive mobile home park zone. The Depart- ment's study indicates that a mobile park zone could protect an important housing resource in Chula Vista. The ordinance proposed in this report is intended to provide this protection. 2. The Environmental Review Coordinator conducted an Initial Study, IS-79-20, on the proposed zoning regulations and recommended that the Planning Commission find that the said regulations would not haVe a significant impact upon the environment, On October 25, 1978 the Planning Commission adopted the Negative Declaration on IS-79-20. B. ANALYSIS l . During the course of the Planning Department's "areas-in-transition" studies, the perpetuity of mobile home parks became a matter of concern. These parks, established in the R-3 zones, are an important source of housing for the senior residents and moderate income families of the Chula Vista Planning Area. 2. Staff's principal concern was founded upon the changing economic patterns of the late 1970's. While mobile home parks were formerly regarded as sound .and profitable investments, the strong housing market has placed a premium on the value of the R-3 building sites in question. It may now be profitable to discontinue some mobile home parks and to convert their lands to condominium or muitiple family dwelling use. 3. The land use conversion discussed in the preceding paragraph would create a sub- stantial housing problem for many local residents who may be least able to afford alter- native housing. Enactment of the MHP zonal regulations would not automatically reclassify Chula Vista's existing parks. This reclassification would require subsequent rezoning action. It is suggested that reclassification of existing sites from R-3(M) to MNP be accomplished in a careful and orderly manner in an effort to preclude or minimize private hardship. 4. Several years ago the City adopted the Mobile Home Park Modifying District which can be combined with an underlying residential district (R-1 , R-2, R-3), to allow construc- tion of a mobile home park. Said district also allows the uses which are allowed in the underlying district, so that it does not protect the existing mobile home parks from redevelopment with apartments. The advantage of the proposed Mobile Home Park District is that, in order to construct anything other than a mobile home park, a rezoning to some other district would be required. Subsequent to the adoption of the Mobile Home Park District by Council , staff would expect to initiate rezonings of various mobile home park sites within the city. 5. The regulations and criteria of the MHP zone are not retroactive. Where existing mobile home parks are reclassified "MHP", the said regulations and criteria would only govern park expansions and reorganizations, � � � � NECa�1f'IVE �E�CLARATI�N PROJECT TITLE: Mobile Home Park Zoning Text Amendment Project Location: City of Chula Vista Project Proponent: City of Chula Vista, CA CASE N0. Backcrround • Pursuant to instructions from the City Manager, the Planning Department has studied the desirability of establishing an exclusive mobile home park zone. The Department ' s study, indicates that a mobile park zone could protect an important housing resource in Chula Vista . The ordinance proposed in this rep�rt is intended to provide this protection . B. Project Proposed The project entails .the establishment of an exclusive mobile home park zone and zonal regulations, and the recinding of Section 19 . 56 . 300 thru 19. 56.330 of the Chula Vista Municipal Code pertaining to the Mobile Home Park Modifying District. The zoning text amendment is proposed as follows : MHP- Exclusive Mobile Home Park Zone Sections: 19. 27 . 010 Purpose 19 . 27 . 020 Permitted uses 19. 27 . 030 Area regulation 19. 27. 040 Bulk, setback, circulation, parking, landscape, environmental and design criteria. 19. 27 . 050 Site plan and architectural approval 19. 27. 060 Prelimiinary plan required 19. 27 . 010 Purpose The purpose of the MHP zone is to provide appropriate locations where mobile home parks may be established, maintained, and protected . The regulations of this zone are designed to promote and encourage an orderly residential environment with appropriate physical amenities, such as open areas, landscaping, and parking. To this end, the regulations permit, through the conditional use permit process, the establishment of mobile home parks. . 19. 27 . 020 Permitted uses � , . � Ao Mobile home parks , subject to the securing of a conditional use permit in each particular case ; B. Accessory buildings or appurtenant signs, subject to the securing of a conditional use permit in each particular case . 19 . 27 . 030 Area regulation The area regulations of the MHP-1 zone are as follows: The minimum area of a mobile home park site shall be five acres. 19 . 27 . 040 Bulk, setback, circulation , parking, landscape , environ- mental , and design criteria. The bulk, size of each mobile home site , permitted number of mobile homes per acre , setriacks , circulation, parking, landscaping, environ- ment, and design of all uses proposed for establishment within the MHP Zone shall be governed by the criteria embodied in the City of Chula Vista' s Development Policy for Mobile Home Parks , as amended, adopted by the City Council on April 23 , 1974 , under Resolution 7279. 19. 27 . 05 � Site plan and architectural approval. Site plan and architectural approval as p.rovided in Sections 1�. 14 . 420 through 19. 14 . 480 shall be required prior to any development or const.ruction within the MHP zone . 19. 27 . 060 Preliminary plan required Any application to reclassify land to the MHP zone shall be accompanied by a preliminary development plan showing the boundaries of the proposed MHP site , points of access , density, general on-site circulation and typical size of sites for various- mobile home configurations. C. Compatibility with zoning and plans The regulations and criteria of the MHP zone are consistent with the goals and objectives of the General Plan. D. Findinqs of insignificant impact c l. The project involves a zoning text amendment and is not site specific, therefore no natural or man-made resources will be affected. 2. The proposed amendment is not at variance with the goals and objectives of the General Plan and short term goals will not be achieved to the disadvantage of long term environmental goals . 3 . There are no impacts anticipated to occur which could interact to create a substantial cumulative impact on the environment. 4 . The project will not adversely effect ambient noise levels nor will it effect air quality. The quality of life in this zone will be improved. F. Consultation 1.
