These operations have been drawing a significant number of customers and as a result other bar� owners are considering similar entertainment. Go-go dancing, as well as any nude dancing, tends to create police pro- blems. These probelms take the form of increases in prostitution, public drunkenness, and miscellaneous disturbances . Nude dancing would undoub- tedly generate complaints from various citizen groups in Chula Vista. Therefore, an ordinance has been prepared incorporating the provisions of the San Diego County ordinance, the Los Angeles Municipal ordinance, and ordinances t.hat were drafted in 1971 and I972, but never adopted as a result of the disappearance of the problem at that time. If it is the Council " s desire to institute regulations governing the condur.t of live entertainment in bars and eating establishments in the City of Chula Vista, it is my recommendation that said ordinance be adopted. The ordinance also contains specific prohibitions against nudity in such establishments which has been accepted by the courts of this state . Winters, Chief of Police SUBJECT: Go-Ga Dancing We now have two bars in Chula Vista utilizing go-go darzcers. Normally they have been wearin_q bikini type ou-�fits. However, we have been advised that an occasions they q� topless and sometimes bottomless, They have been holding special shows during the noontime and this has created parking problems in the vicinity. This was called to my attention when I rec�ntly attended _ a meeting of the Broadway Association. Both of these bars, Deanie' s (459 Broadcvay) and the Blue Haven (618 "E" Street) are located in small shopping centers. During a noontime show ti�e complete parking lot fills up and this creates a problem for the o�her stores because their customers may not be able to find a space, There have been some arguments in this regardking There is nothing we can do to bars if the dancer' s top and bottonnisg�overednciH�g`vever, we can enact legisZation prohibiting topless and bottomless dancing in any business -�hat serves food, beverages, or food and beverages including but not limited to alcoholic beverages {see copiss of Los Angeles City Code Sections) . - I recommend tnat we ask the Council to enact legislation similar to the Los Angeles prohibitions. This type of operation wili spread to other bars if it proves successful. Even though the dancers may start out legally dressed thQy will tend to dance nude as time goes on in order to maintain interest. Winters, Chief of Police �AIfl;� � SUBJECT: Go-Go Dancing Entertainment Last month Bob Baker, business license en�orcement officer, had an �nquiry regarding City Ordinances relating to go-go dancers. The party inquiring was interested in establishing such entertainment in a local bar to stimulate business. Mr. Baker checked caith the police department to determine if there is any local control on such entertainment and was advised there is none. Periodically, we have had similar inquiries made directly to the Police Department and to date, we have successfully discouraged them; however, I feel eventually someone w�ll elect to provide such entertainment. [�7hether it _wou7d create substantial roblems in this community is a moot ;»P_,�t_,_„;, It could result in additional policing problems , particularly if it proliferates and is established in some of the smaller on-sale premises. I 'm bringing this matter to your attention as a point of information. Should you feel this could be of concern to the community and a regulatory ordinance which would control such entertainment and entertainers would be appropriate , we will cooperate with the City Attorney in its development.
