BACKGROUND 1 . The applicant is requesting a zone change for a 6,435 sq.ft. parcel located at 589 G Street (north side of G, 100 feet east of Broadway) from C-0 Professional Office to C-T Commercial Thoroughfare. 2. The Negative Declaration on IS-79-4 was certified by the Planning Commission on August 9, 1978 and is forwarded herewith. B. DISCUSSION 1 . Adjacent zoning and land use: North C-0 Union Hall South C-0 Professional office building . East C-0 Dry cleaners West C-T Uacant service station 2. Existing site characteristics. The subject property is a 50' X 130' parcel located on the north side of G Street, 100 feet east of Broadway. The site is relatively level and is developed with an older unoccupied single family dwelling 3. Proposed development. The applicant also owns the adjacent vacant commercial building to the west which originally was a service station but was last utilized as an automobile wheel store. BOARD/COMMISSION RECOMMENDATION On August 9, 1978 the Planning Commission voted 7-0 to certify the Negative Declaration on IS-79-4 and to recommend the change of zone for property at 589 G Street from C-0 to C-T in accordance with Resolution PCZ-79-A. D. ANALYSIS 1 . The C-T zoning along Broadway in this area is only 100 feet in depth. This is insufficient for substantial commerciai development. The proposed rezoning would extend the depth to 150 feet, still leaving a 50 foot wide buffer of C-0 zoning to separate the R-3 area on the east from the retail commercial area along Broadway. 2. The staff study of the Broadway corrunercial area several years ago recommended that the depth of the commercial zoning along Broadway be increased to allow for more viable commercial deve1opment, provided the development is oriented toward Broadway rather than toward the side street. This type of orientation can best be controlled under the Precise Plan Modifying District. However, because of the small size of the proposed rezoning and adjacent parcels under the same ownership, it seems unnecessary to require a separate public he�ring before the Planning Commission and City Council on a precise plan as is normally required under the "P" Modifying District procedures. Accordingly, staff recommends that guide1ines for development be established and that these be imple- mented by staff at the time of building permit review. The recommended guide�ines are cont�ined in Sec. 2.a, 6, and c of the P7anning �ommission's resolution. RESOLUTION NQ. PCZ-79-A RESOLUTION OF THE CITY PLANNING COMPIISSION RECOh1MENDING TO THE CITY COUNCIL THE CHANGE OF Z0�lE FOR ONE PARCEL LOCATED AT 589 G STREET FROM C-0 TO C-T WHEREAS, a duly verified application for rezoning of property was filed with the Planning Department by James R. Isensee on July 14, 197&, application No. PCZ-79-A, and WHEREAS, said application requested a change of zone for one parcel located at 589 G Street from C-0 to C-T, and WHEREAS, an Initial Study, IS-79-4, was conducted by the Environmental Review Committee on July 27, 1978, which concluded that there wou7d be no significant adverse environmental impact as a result of the proposed change and issued a draft Negative Declaration, and WHEREAS, the City Planning Commission set the time and place for a public hearing for the purpose of considering the change of zone, and notice of said hearing, together with its purpose was given by the publication in a newspaper of general circulation in the City at least 10 days prior to the date of said hearing, and WHEREAS, a hearing was held at said time and place, namely 7:00 p.m. , August 9, 1978, before the Planning Commission, and said hearing was thereafter closed. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: l . The Commission finds that in accordance with the Negative Declaration on IS-79-4 and the findings stated therein, this rezoning will have no significant adverse environmental impact and certifies that the Pdegative Declaration was prepared in accordance with the California Environmental Quality Act of 1970, as amended. 2. From facts presented to the Commission, the Commission finds that public necessity, convenience, general welfare and good zoning practice require the change of zone for 589 G Street from C-0 to C-T, subject to the following development guidelines: a. Lots 23, 24 and 25 of Chula Vista Realty Company Subdivision #2 shall be consolidated. b. Development of the subject property shall occur in conjunction with the development of lots 24 and 25 to the west. �� :� c. The development sha17 be oriented toward Broadway. 3. The findings of fact in support of said determination are as follows: a. The increase in retail commercial depth will bring the property more in keeping with minimum acceptable commercial standards. The existing 100 ft. depth of retail commercia7 zoning is inadequate to accommodate new commercial development. b. The General Plan designates this area for retail commercial . 4. The Planning Commission recommends to the City Council that said change of zane be approved. 5. That this resolution be transmitted to the City Council and a copy transmitted to the owner of the property.
