After several prolonged hearings , the City Council has accepted a diagram
and text of a specific plan for the El Rancho del Rey Area which will
now become the substance of the P-C zone °e iacinncthedgeneraladevelop-
constitute the amendment of such zoning, P g
ment plan and schedule adopted in 1970 .
An ordinance has been prepared which calls for the adoption of such
diagram and specific plan text and rescinds and repeals all other
ordinances and resolutions which have established policies for the
development of E1 Rancho del Rey. If adopted by the Council said
ordinances will provide a new basis for land use regulation within
the El Rancho del Rey area. It will allow any of the property owners
or those holding development rights therein to proceed with precise
plans , subdivision maps , planned unit developments or conditional use
permits upon payment of necessary fees with the development of the
property in accordance with the terms and conditions of the specif.ic
plan.

The property owner of the 278 acres located within the 450 acres in
the City of Chula Vista is prepared to move forward with such a
program forthwith. By his action he will, in effect, be merging
the specific plan as adopted by the Council into a general develop-
ment plan and schedule in accordance with the terms of the comprehensive
P-C zoning ordinance, which is also being offered to the Council for
consideration and adoption at this time.
The Gersten Companies , which has been unwilling to agree to the specific
plan, now has the option to proceed with standard zoning or to commit
to the specific plan and also merge it into a general development plan
and schedule.
In addition to the basic ordinance adopting the specific plan, an ordi-
nance has been prepared amending the comprehensive zoning ordinance
. providing in greater detail for the use of a specific plan, and a second
ordinance amending the P-C zone to include the specific plan as a
means of providing substance and detail to the P-C zone. Both of these
ordinances are adopted as interim measures which must be adopted by
a 4/5ths vote and will be in no further force and effect ninety days
from the adoption thereof. This means that if Council does act upon
these ordinances , that the Planning Commission and Council should
hold public hearings following normal zoning procedure requirements
to insure their adoption on or before December 15 , 1978 . Both the
City Attorney' s Office and the Planning Department agree that such
a time schedule can be met and that the ordinances can be further
refined as needed to provide viable procedural tools to support the
development of the E1 Rancho del Rey Area, in accordance with the
specific plan adopted by Council at this time .
Council should also note that the ordinance amending the existing
P-C zone not only amends the P-C zone for those areas within the
corporate limits of the City of Chula Vista but, for the first time,
recognizes that a substantial portion of the El Rancho del Rey area
is not being zoned but is being pre-zoned since it is in the unin-
corporated area of San Diego County. This particular element, which
-. has never been significantly verbalized heretofore, represents one
additional reason, after the adoption of procedural changes , for
rejection of concern over threats of litigation from the property owner.
The ordinance will also provide for the possibility of waiving
residential construction taxes , park land dedication and in-lieu
fee requirements , to insure a most equitable administration of
the implementation of the P-C zone. .

A. Project Setting
The project site involves approximately 19 ,500 sq. ft. of property
located at the northeast corner of G St. and Broadway. The property
is currently developed with a vacant service station and an older
single family dwelling. Adjacent Iand uses include the Klauber
Wagonheim Wholesale Co. to the north, a dry cleaners establishment
to the east, United Furniture Co. to the south across G St. and a
cafe to the west across Broadway.
The site has been urbanized for many years and is void of any
significant vegetation or wildlife. There are not any adverse
soils or geologic hazards known to be present in the vicinity.
B. Project Description
The applicant has requested that the easterly 6500 sq. ft. of the
subject property be rezoned from C-O to C-T as the balance of the
property is currently zoned C-T.
The project also includes a proposal for the construction of a 4800
sq. ft. commercial building. The 7/11 store currently located at
the northeast corner of F St. and Broadway will be relocated to this
site and occupy 2400 sq. ft. of the building. The additional floor
area will be leased out. Tr�e structure will be of wood and stucco
construction. 24 on-site parking spaces will be provided and
approximately 500 sq. ft. of landscaping is planned. Access is
proposed via Broadway and G St. The site plan as submitted does not
meet current development regulations and will be substantially
modified prior to approval. �
C. Compatibility with zoning and plans
The site consists of 3 small parcels, two of which are zoned C-T
and the third is zoned C-O. If the proposed rezoning is approved,
all three p�rcels will be zoned C-T which is in conformance with the
commercial thoroughfare designation on the land use element of the
General Plan.

D, Findings �f insignificant impact
1, The project site has been urbanized for many years and is
void of any signficant natural or man-made reosurces. There are
no geologic hazards or adverse soil conditions known to be
present.
2 . The proposed rezoning is consistent with the existing
land use element of the General Plan and is not anticipated to
achieve short term to the disadvantage of long term environ-
mental goals.
3. No significant impact is anticipated to occur nor are any
impacts which could interact to create a cumulative effect
on the environment anticipated.
4. Since this 7/11 store is currently existing one block to the
north on Broadway, no substantial increase in traffic is
expected to occur due to the relocation. The rezoning could
result in somewhat of an increase in traffic due to the change
in allowed uses , however, level of service on adjacent streets
will not be substantially affected.
