Zone Procedures
After several prolonged hearings , the City Council has accepted a diagram
and text of a specific plan for the El Rancho del Rey Area which will
now become the substance of the P-C zone of El Rancho del Rey and will
constitute the amendment of such zoning, replacing the general develop-
ment plan and schedule adopted in 1970 .
An ordinance has been prepared which calls for the adoption of such
diagram and specific plan text and rescinds and repeals all other
ordinances and resolutions which have established policies for the
development of E1 Rancho del Rey . If adopted by the Council said
ordinances will provide a new basis for land use regulation within
the El Rancho del Rey area. It will allow any of the pro�erty owners
or those holding development rights therein to proceed with precise
plans , subdivision maps , planned unit developments or conditional use
permits upon payment of necessary fees with the development of the
property in accordance with the terms and conditions of the specific
plan.

The property owner of the 278 acres located within the 450 acres in
the City of Chula Vista is prepared to move forward with such a
program forthwith. By his action he will, in effect, be merging
the specific plan as adopted by the Council into a general develop-
ment plan and schedule in accordance with the terms of the comprehensive
P-C zoning ordinance, which is also being offered to the Council for
consideration and adoption at this time .
The Gersten Companies, which has been unwilling to agree to the specific
plan, now has the option to proceed with standard zoning or to commit
to the specific plan and also merge it into a general development plan
and schedule.
In addition to the basic ordinance adopting the specific plan, an ordi-
nance has been prepared amending the comprehensive zoning ordinance
providing in greater detail for the use of a specific plan, and a second
ordinance amending the P-C zone to include the specific plan as a
means of providing substance and detail to the P-C zone. Both of these
ordinances are adopted as interim measures which must be adopted by
a 4/5ths vote and will be in no further force and effect ninety days
from the adoption thereof. This means that if Council does act upon

Council should also note that the ordinance amending the existing
P-C zone not only amends the P-C zone for those areas within the
corporate limits of the City of Chula Vista but,

The ordinance will also provide for the possibility of waiving
residential construction taxes , park land dedication and in-lieu
fee requirements , to insure a most equitable administration of
the implementation of the P-C zone.
