A. BACKGROUND
1 . During the course of the past several months, the Planning Department, in conjunc�
tion with other municipal line departments, has been engaged in the preparation of compre�
hensive amendments to the General Deve1opment P1an and Schedule of the E1 Rancho del Rey
Planned Community District. The proposed amendments were subsequently modified in form,
but not in content, and were submitted to the City Planning Commission for public hearing,
consideration� and action. The plan, under its new form, is called the E1 Rancho Del Rey
Specific Plan/General Development Plan, and is designed to function as an intermediate
plan or policy bridge between the Chula Vista General Plan and this City's zoning regula-
tions. If adopted the proposed plan would also replace the existing general development
plan and schedu1e of the E1 Rancho del Rey Planned Community.
2. The twofold nature of the proposed plan is dependent upon the prior amendment
of the Specific Plan provisions of the Chula Vista Municipal Code. This amendment is
being prepared by the City Attorney.
3. The City, late in 1975, created ACCORD, a citizens ' advisory committee, and
charged it with the duties of studying the Rice Canyon are and the submittal of recommenda-
tions for the conservation and development of the subject 450 acres. ACCORD's responsibil-
ity was subsequently enlarged to include the entire 2,340 undeveloped acres in E1 Rancho
del Rey. The Council also engaged the planning consultant firm of Sedway/Cooke for the
purpose of preparing a set of deve1opment guidelines for the westerly 450 acre portion of
E1 Rancho del Rey. ACCORD's recommendations are summarized later in this report and
Sedway/Cooke's recommendations are discussed in several paragraphs of the "Analysis"
section.
4. Pursuant to Council direction, staff has met numerous times with representatives
of the Otay Land Company during the course of the preparation of this plan. In spite of

STAFF RECOMMENDATION
Direct staff to prepare a resolution including the Council's recommendations
on the E1 Rancho del Rey Specific Plan.
BOARD/COMMISSION RECOMMENDATION
1 . On June 21 , 1978 the Planning Commission voted 6-0 (with one member absent} to recommend
that the City Council rescind the actions of 1970 and 1971 under which the E1 Rancho de1 Rey
General Development Plan and Schedule were approved,
2. The Commission voted 5-1 to recommend that Paseo Ranchero be extended to Ridgeback Road
and beyor� to Qtay Lakes Road.
3. By a 3-3 vote, the Commission failed to approve the E1 Rancho del Rey Specific Plan/
General Development Plan, or modifications thereto. (See attached minutes and transcript
of portions of the Planning Commission meeting . )

On July 25, 1978 Council adopted motions deleting the Casa del Rey tract from the Ladera
Sectional Planning Area and tentatively approved the staff recommendation for the Ladera
area with the area south of "J" Street changed from 2-3 to 3-5 DU/acre. This results in
an increase of 96 dwelling units in the Ladera Sectional Planning Area. The changes in
staff's recommended plan tentatively approved to date result in an increase of 404 dwelling
units, or 7%.
Council also asked staff to calculate the effect of making several density adjustments in
the Ladera Sectional Planning Area. These are presented below:

STAFF RECOMMENDATION
1 . Direct that resolutions be prepared approving the text and plan diagram of the E1 Rancho
del Rey Specific Plan/General Development Plan.
2. Direct that staff prepare the necessary changes to the City's Specific Plan and P-C
District regulations.
BOARD/COMMISSION RECOMMENDATION
On June 21 , 1978 the Planning Commission voted 3-3 to approve the E1 Rancho del Rey
Specific Plan/General Development Plan.

4. General comment on density ranges.
With the exception of the South College Sectional Planning Area, I would expect
the maximum densities in the various Specific Planning Areas to be achieved. However,
this cannot be guaranteed at this time and will depend upon the general quality of the
plans and the evaluation of them in the light of the general criteria specified in
paragraph 2 on page 2 of the text.
5. Council asked staff to reword the first sentence in paragraph 2 at the top of page 7
of the text of the plan. Staff suggests the following:
"While the Specific Plan designates large areas as permanent, natural open space,
the Specific Plan recognizes this by establishing densities in nearby areas to
compensate for this open space, noting that the rugged terrain itself would dictate
considerable open, undeveloped area. During . . . . "
