February 8, 2016

A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to
order at 5:00 pm in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Coleman, Kappes, Mora, Rahimzadeh (arrived 5:13 pm), Valen
and Chair Romo
ABSENT: none
MOTION TO EXCUSE: Commissioner Kappes moved to excuse Commissioners Mora and
Valen from the meeting on January 11, 2016. The motion was seconded by Commissioner
Coleman and carried with the following vote:
Yes —5 Coleman, Kappes, Mora, Valen and Romo
No -0
STAFF PRESENT: Environmental Services Manager France, Senior Project Coordinator
Kurz, Senior Recycling Specialist Medrano, Office Specialist Rodriguez and Senior Secretary

APPROVAL OF MINUTES: Commissioner Valen requested the minutes be corrected from the
January 11, 2016, meeting to include the Action Item that was on the Agenda for that meeting.
Commissioner Valen then moved to approve the minutes of the regular meeting on January 11, 2016,
as corrected. The motion was seconded by Commissioner Coleman and carried with the following
vote:
Yes — 5 Coleman, Kappes, Mora, Valen and Romo
No -0

Commissioner Rahimzadeh arrived during Information Items
INFORMATION ITEMS
Senior Project Coordinator Kurz gave a presentation about the City of Chula Vista's
Healthy Communities Plan.
ACTION ITEMS
1. Consideration of the 2016 CLEAN Champion Awards framework and nomination form.
Commissioner Rahimzadeh moved to accept the 2016 CLEAN Champion Awards
framework and nomination form as presented by staff. The motion was seconded by
Commissioner Coleman and carried with the following vote:

STAFF COMMENTS
Environmental Services Manager France reported on upcoming events, including the free mulch
giveaway at the landfill and the CLEAN Business Breakfast at the San Diego Country Club. She
informed the Commissioners of Manuel Medrano's promotion to Senior Recycling Specialist.
COMMISSIONERS' COMMENTS
Commissioner Coleman gave his report about the Wildlife Advisory Board (WAG) meeting held in
February.
Commissioner Rahimzadeh reported on the Green Business Network Breakfast hosted by the City of
San Diego that he attended. He mentioned that Commissioner Kappes spoke at the event.
CHAIR'S COMMENTS
Chair Romo reminded the commissioners that at the meeting in March dignitaries from Mexico will
visit the RCC meeting.
ADJOURNMENT
Commissioner Romo moved to adjourn the meeting. The motion was seconded by Commissioner
Sassan and carried by the following vote:
Yes — 6 Coleman, Kappes, Mora, Rahimzadeh, Valen and Romo

Meeting was adjourned at 6:25 pm to a regular meeting to be held on March 14, 2016.

ANNUAL ACTIVITY REPORT
CITY OF CHULA VISTA BOARDS & COMMISSIONS
FISCAL YEAR 2015 -2016
Board /Commission: Resource Conservation Commission
Highlights of Activities during the past fiscal year:
Received information and monitored the City's Climate Action Plan (CAP)
Mayor Salas visited the August 2015 meeting and talked with the commissioners about
sustainability and conservation in the City of Chula Vista
Participation at the November 2015 First Friday Breakfast
Council Member Aguilar visited the November 2015 meeting and talked with the commissioners
about her vision for sustainability and the role of the RCC in the City of Chula Vista.
Eric Crockett, Director of the Economic Development Department, visited the January 2016
meeting to introduce himself and talk with the commission about the Office of Sustainability.
Board /Commission comments or recommendations to Council:
Election of new chair, Commissioner Romo, and vice chair, Commissioner Valen.
Recommended to City Council to accept and appropriate The San Diego Foundation Grant for
$67,500 and matching grant from the Bloomberg Award for Local Sustainability Matching Fund
for $67,500 for a total of $135,000, to develop a comprehensive Water Reuse Framework.
The commissioners sent a letter to Mayor Salas and the City Council congratulating them on the
accomDlishments made at the COP21 in Paris. France.
