MINUTES OF REGULAR MEETING OF THE CULTURAL ARTS COMMISSION
OF THE CITY OF CHULA VISTA

CALL TO ORDER – 5:27pm
ROLL CALL: Vice-Chair Zhivago; Commissioners, Daniels, Gore, Moore, Rodriquez, and
Sywyj

CONSENT CALENDAR
The Board/Commission will enact the Consent Calendar staff recommendations by one
motion, without discussion, unless a Board/Commission Member, a member of the public, or
staff requests that an item be removed for discussion. If you wish to speak on one of these
items, please fill out a “Request to Speak” form and submit it to the Secretary prior to the
meeting. Items pulled from the Consent Calendar will be discussed immediately following
the Consent Calendar.
1. Declaration of excused/unexcused absenteeism –
September 14, 2015- Commissioner Daniels
September 28, 2015 – Commissioner Rodriguez
Staff recommendation: Excuse the absences
2. Approval of minutes
September 14, 2015 and Special Meeting September 28, 2015
Staff recommendation: Commission approve the minutes.
Motion to approve Consent Items #1 and #2 made together in one motion (motion
Commissioner Daniels and 2nd Commissioner Moore) Approved 6-0-0-1
PUBLIC COMMENTS
Persons speaking during Public Comments may address the Board/Commission on any
subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the
agenda. State law generally prohibits the Board/Commission from discussing or taking

action on any issue not included on the agenda, but, if appropriate, the Board/Commission
may schedule the topic for future discussion or refer the matter to staff. Comments are
limited to three minutes.
INFORMATION ITEMS
The Item(s) listed in this section of the agenda will be considered individually by the
Board/Commission and are expected to elicit discussion and deliberation. If you wish to

1. TIME CERTAIN: 5:15 pm Concert In the Park Summer Series – Tim Farmer,
Principal Recreation Manager; City of Chula Vista
Tim Farmer invited the CAC to host a booth at the Recreation Departments Concert in the
Park series (Summer of 2016) The concerts will be held in Memorial Bowl June – August
2016. The CAC expressed interest in participating and suggested that possibly PVAG
grantees could participate in the event(s). Lynnette will forward a list of PVAG grantees
and Commissioner Moore will provide info on AT&T sponsor.
2. TIME CERTAIN: 5:30 pm Chula Vista Bayfront Band Review and Festival, Jason
Paguio, President; Parade Band Foundation, Inc.
Jason Paguio, President of Parade Band Foundation, Inc. introduced himself an d presented
information on the Chula Vista Bayfront Band Review and Festival Event that will be held
on Saturday November 14, 2015. He invited the CAC to host a booth at the event. It was
discussed that there may be a cross promotional opportunity with the annual Veteran’s
Walk, which is to be held on the same day.
3. Southwestern College Performing Arts and Cultural Center Preliminary Design Forum
Presented by Lynnette Tessitore-Lopez, Interim Cultural Arts Manager; City of Chula
Vista
Ms. Tessitore-Lopez provided the CAC information on the Performing Arts and Cultural
Center Preliminary Design Forum that was held September 30th at SWC. The PACC is
proposed to be an approximately 41,000 square foot complex, that will include a 500 seat
theatre auditorium and stage, a 170 black box theatre, classrooms, and exhibit space. The
project is due to be complete in 2018. Ms. Tessitore-Lopez advised that the project
managers stated that this was a preliminary design and that there would be more public
opportunities for input. Ms. Tessitore-Lopez will advise the CAC as she becomes aware of
future public meetings on this project.

5. COMMISSIONERS’ COMMENTS
Commissioner Gore shared that Jerome’s furniture store would be offering advertising on
their website for organizations and businesses on November 7th and 8th.
Commissioner Daniels provided information on the Old Globe’s Much Ado About Nothing
event. Old Globe is partnering with South Bay Community Services as part of the CV
Promise Neighborhood program and a substantial grant from the James Irvine Foundation.
The event will be held on November 10th, 2015 at 5:30 pm at Castle Park Elementary school.
Starlight Parade and Otay Ranch Parade – Vice-Chair Zhivago
Vice-Chair Zhivago presented the idea of the Cultural Arts Commission participation in the
Starlight Parade (December 5) and the Otay Ranch Holiday Parade (November 29th).
Lynnette will get information on participation in the parade and will report back to the
Commission either via email or at the next meeting.
