BOARD MEMBERS PRESENT: CHAIR BRIAN YOUNG, VICE-CHAIR ELVA MELLOR, AND
TRUSTEE MAYRA SWANSON
BOARD MEMBERS ABSENT: TRUSTEES MARYANN HERNANDEZ AND STEPHEN KALALUHI
CITY STAFF PRESENT: LIBRARY DIRECTOR BETTY WAZNIS, AND
BOARD SECRETARY YEELIN CHEUNG

CALL TO ORDER/ROLL CALL
Chair Young called the meeting to order at 4:08 p.m.
I. APPROVAL OF MINUTES
Motion made by Vice-Chair Mellor and seconded by Chair Young to approve the
meeting minutes from January 20, 2016. Motion carried (3-0).
II. APPROVAL OF ABSENCE - NONE
III. NEW BUSINESS
A. Introduction of New Trustee — Mayra Swanson
Trustee Swanson provided a self-introduction.
Chair Young and Vice-Chair Mellor both provided brief self-introductions and
welcomed Trustee Swanson to the Board.
IV. OLD BUSINESS
A. Joint Meeting with Friends of Chula Vista Library and the Chula Vista Public Library
Foundation —Tuesday, March 8th from 2:30 to 3:30 pm
Chair Young informed Trustee Swanson that the Board of Library Trustees will be
hosting a joint meeting with the Friends of the Chula Vista Library and the Chula
Vista Public Library Foundation. The purpose of the meeting is to discuss joint
efforts to support the library's goals and needs.

B. Update on School District Partnerships (Vice-Chair Mellor)
Vice-Chair Mellor stated that the Chula Vista Elementary School District's Parent
Academy requested the Library's presence — Book Bug, issue library cards, etc.
The meeting will be held at Hedenkamp Elementary School on April 9th. Vice-Chair
Mellor will request a booth from the event organizer, and will provide details of the
event to Library staff.
C. Update on Thinkabit Lab
Director Waznis informed the Board that the Library will be making a presentation at
City Council on March 15th. Ed Hildago, Senior Manager, Government Relations,
Qualcomm; Dr. Francisco Escobedo, Superintendent, Chula Vista Elementary
School District; and Director Waznis will be presenting as part of the Special Orders
of the Day portion of the meeting.
V. LIBRARY DIRECTOR'S REPORT
A. Chula Vista Heritage Museum —Grand Opening was held on January 27th with
approximately 300 attendees.
B. Auditorium —Grand Opening was held on February 3`d, with ribbon cutting ceremony
by Mayor Casillas-Salas. This event was also very well attended.
C. Film Forum — Debut scheduled for March 23rd, with showings continuing on the 2nd
Wednesday of each month through June. The event is organized by Ralph
DeLauro. Friends of Chula Vista Library will be applying for a Performing and Visual
Arts Grant to continue funding this monthly event through next fiscal year.
D. The agreement with the San Diego Law Library has been completed. A Law
Librarian will be on-site at the Civic Center Branch Library to provide free legal
reference help on the 2nd and 4th Mondays of each month from 10 am to 2 pm.
E. Veterans Connect— "War Comes Home" exhibit will be on display from February
29th to April 24th. County Office of Veterans Affairs will have a representative on-site
on the 3rd Wednesday of each month.
Vice-Chair Mellor stated that she will try to get the contact information of the CVESD
veteran representative.
F. San Diego Festival of Science & Engineering will be at Civic Center Library on
March 9th from 3 to 6 pm with 20 hands-on stations for kids and teens.
G. Free tax assistance by AARP offered at Civic and South
H. Summer Reading Program —This year's theme is "Read to Win". Library will be
partnering with the Recreation Department on some programs.

BOARD OF LIBRARY TRUSTEES
The Master Fee Schedule will be presented to City Council in the next several
months. The Library currently does not charge for use of our facilities (conference
rooms & auditorium). We would like to re-visit charging a facilities fees.
J. We will be requesting a new position (Emerging Technologies Librarian) in next
fiscal year's budget process, along with an increase in the book budget.

Meeting was adjourned by Chair Young at 5:37 p.m.
The next Board of Library Trustees meeting will be on Wednesday, March 8, 2016
beginning at 2:30 p.m. at the Civic Center Branch Library.
