B. 16-0095 PRESENTATION OF A PLAQUE TO MAYOR MARY CASILLAS SALAS FROM EAGLE SCOUT ROBBI DUKES IN RECOGNITION OF HER ASSISTANCE DURING THE SWEETWATER REGIONAL PARK PROJECT IN THE CITY OF CHULA VISTA Eagle Scout Robbi Dukes presented Mayror Casillas Salas with a plaque in appreciation of her assisfance with his Eagle Scout project. Ciry o7 Chula Vsta Page 1 City Council Meeting Minutes-Final February 23,2016 D. 16-0105 PRESENTATION OF THE HEALTHY CHULA VISTA GOLDEN APPLE HEALTH AWARD TO CASTLE PARK MIDDLE SCHOOL FOR CONDUCTING THE MOST BLOOD PRESSURE SCREENINGS IN THE SWEETWATER UNION HIGH SCHOOL DISTRICT FOR LOVE YOUR HEART DAY IN CHULA VISTA Gina Galvez-Mallan, Rich Grove, and Nina Hermosillo, representing Castle Park Middle School, spoke regarding the item. Councilmember McCann presented them with the Golden Apple Health Award. E. 15-0377 UPDATE ON CITY NOW, THE CITY'S CONTINUOUS IMPROVEMENT PROGRAM: GARAGE INVENTORY PROJECT Item E was continued to a future meeting of the Council. CONSENT CALENDAR (Items 1 - 9) Item 7 was removed lrom the Consent Calendar at the request of Councilmember Bensoussan. Mayo� Casillas Salas stated she would abstain from voting on Item 7 due to a potential conflict o(interest. 1. 16-0106 APPROVAL OF MINUTES of February 16, 2016. Recommended Action:Council approve the minutes. 2. 15-0692 A. QUARTERLY FINANCIAL REPORT FOR THE QUARTER ENDING December 31, 2015 B. RESOLUTION NO. 2016-028 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA MAKING VARIOUS AMENDMENTS TO THE FISCAL YEAR 2015/16 BUDGET TO ADJUST FOR VARIANCES AND APPROPRIATING FUNDS THEREFOR (4/5 VOTE REQUIRED) Recommended Action: Council accept the report and adopt the resolution. 3. 15-0536 RESOLUTION NO. 2016-029 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AGREEMENTS BETWEEN THE CITY OF CHULA VISTA AND NINYO & MOORE GEOTECHNICAL AND ENVIRONMENTAL SCIENCES CONSULTANTS; RMA GROUP; AND TWINING INC.; TO PROVIDE ON-CALL GEOTECHNICAL, STORM WATER MONITORING, MATERIAL TESTING AND SPECIAL INSPECTION CONSULTANT SERVICES FOR VARIOUS CAPITAL IMPROVEMENT PROJECTS AND OTHER CITY PROJECTS Recommended Action: Council adopt the resolution. 4. 16-0014 RESOLUTION NO. 2016-030 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A THREE-PARTY AGREEMENT BETWEEN THE CITY OF CHULA VISTA, SLF IV-MILLENIA, LLC. AND MIG, INC., FOR PARK DESIGN SERVICES FOR MILLENIA PARK P-4 (SOUTHEASTERN PARK), AND AUTHORIZING THE DIRECTOR OF DEVELOPMENT SERVICES TO EXECUTE SAID AGREEMENT Recommended Action: Council adopt the resolution. RESOLUTION NO. 2016-031 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING A GR.4NT OF �30,000 FROM THE CALIFORNIA STATE LIBRARY AND APPROPRIATING SAID FUNDS TO THE LIBRARY DEPARTMENT FOR THE PURCHASE OF VARIOUS COMPUTER AND NETWORKING EQUIPMENT AND CONSULTING SERVICES TO DELIVER HIGH SPEED BROADBAND INTERNET ACCESS TO THE CITY'S LIBRARIES (4/5 VOTE REQUIRED) B. RESOLUT�ON NO. 2016-032 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND CALIFA FOR THE PROVISION, INSTALLATION, AND MAINTENANCE OF ADVANCED NETWORKING (DATA) EQUIPMENT Recommended Action: Council adopt the resolutions. 6. 16-0053 RESOLUTION NO. 2016-033 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A SOLE-SOURCE AGREEMENT BETWEEN HALEY 8 ALDRICH, INC AND THE CITY OF CHULA VISTA TO DEVELOP A WATER CONSERVATION AND REUSE FRAMEWORK DOCUMENT Recommended Action: Council adopt the resolution. Item 7 was removed from the Consent Calendar. 8. 16-0085 RESOLUTION NO. 2016-035 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING S178,221 FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY AND APPROPRIATING SAID FUNDS TO THE FEDERAL GRANTS FUND FOR THE STATE HOMELAND SECURITY PROGRAM (4/5 VOTE REQUIRED) Recommended Action:Council adopt the resolution. 9. 15-0647 A. RESOLUTION NO. 20�6-036 OF THE CITY COUNCIL OF THE CITY OF CHU�P. VISTA AMENDING THE COMPENSATION SCHEDULE AND CLASSIFICATION PLAN TO REFLECT THE ADDITION AND REMOVAL OF VARIOUS POSITION TITLES AND AMENDING THE AUTHORIZED POSITION COUNT IN VARIOUS DEPARTMENTS WITH NO NET CHANGE IN AUTHORIZED STAFFING B. ACTION: A motion was made by Councilmember McCann, seconded by Councilmember Bensoussan, that Resolution No. 2016-034 be adopted, heading read, text waived. PUBLIC COMMENTS Pam Keel, Chula Vista resident, expressed concem regarding issues related to tra�c and parking. Mac M, representing Narcotics Anonymous, expressed concem regarding fees fo� meeting in City padcs. Mayor Casillas Sa/as referred the issue to Deputy City Manager Bacon. Muff. - David Ayala, Chula Vista resident, and he spoke in support of the decision being delayed fo allow for addiliona/discussion on the parking distnct boundanes and fees. -Danie/Le/and, Chula Vista resident, and he spoke in suppoR ot the petition being repeated. -6reg Kalte, Chula Vista 2sident - Stacey Doy/e, Chula Vista resident, and she spoke in support o/ the petilion being iepeated by a third paRy. -Amelia Eckhert, Chu/a Vista resident Councilmember McCann made a motion to adopt the resolution, as amended to set the eastem boundary at the 7600 blocks of Elmhurst, Yale, Gotham, Harvard, and Ithaca Streets. The motion died for lack of a second. The2 being no other members of the public who wished to speak, Mayor Casil/as Salas closed the public hearing. Council discussion on the item ensued. Ciry ol Chula Vsta Page 5 City Council Meeting Minutes•Final February 23,2016 ACTION: An amended motion was made by Councilmember McCann, seconded by Councilmember Aguilar, that Resolution No. 2016-038 be adopted, as amended to set the restricted parking hours to 8 AM to 5 PM; and exclude from the list of restricted streets: Ithaca Court, Scripps Avenue, Tulane Avenue, and the 1700 blocks of Elmhurst, Gotham, Harvard, Ithaca, and Yale Streets, heading read, text waived.The motion carried by the following vote: Yes: 5- Aguilar, Bensoussan,McCann, Miesen and Casillas Salas , No: 0 Abstain: 0 Mayor Casillas Salas recessed the meeting at 7:34 p.m. The Council reconvened at 7:44 p.m., wifh all members p2sent. ACTION ITEMS 11. 16-0101 CONSIDERATION OF APPROVING A TRANSFER AND OPERATING AGREEMENT BETWEEN THE UNITED STATES OLYMPIC COMMITTEE (USOC) AND THE CITY RESOLUTION NO. 2016-039 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A TRANSFER AND OPERATING AGREEMENT BETWEEN THE UNITED STATES OLYMPIC COMMITTEE (USOC) AND THE CITY OF CHULA VISTA (CITY) PROVIDING FOR USOC TRANSFER TO CITY OF THE CHULA VISTA OLYMPIC TRAINING CENTER PROPERTY AND FACILITIES, AND CITY OPERATION OF THE FACILITY WITH THE USOC AS ITS PRIMARY TENANT FOR A PERIOD OF FOUR YEARS (WITH EXTENSIONS) Deputy City Manager Bacon presented information on the item.
