ST.ATES DEPARTMENT OF TRANSPORTATION FOR
"BEl'OND TRAFFIC: THE SA4ART CITY CI-LALLENGE
ti'HEREAS, up to �40 million in federal funding �iill be a���arded to a mid-sized cin to
conduct a sman cit�� demonstration: and
WHEREAS, the United States Department of Transportation (USDOT) ��ill host
Informational Sessions regarding this Funding Opportunit} focused on "Be�ond Traffic: The
Smart Cirv Challenee�`: and
�4'HEREAS. the ideal Smart Citv ���ould ha��e the follo��ing attributes: population
benveen approximateh� 200,000 and 8�0:000 people within cit}� limits as of the ZO10 Census: a
dense urban population t��pical for a mid-sized American cit��, representing a si�nificant portion
(more than 1�%) of the overall population of its urbanized area usine 2010 Census data; an
eaistine public transponation s��stem; an en��ironment that is conduci��e to demonstratin�
proposed svategies; continuity of committed leadership; capacity to carn� out the demonstration
throughout the period of performance; and a commitment to integrating ��ith the sharine
econom��: and
�1%HEREAS. the USDOT`s ��ision For the Smart Citv Challenae is to identifi� an urbanized
area ���here advanced technoloeies are inteerated into the aspects of a cit}� and pia�- a criticai role
in helping cities and their citizens address challenees in safet}�. mobility_ sustainability, economic
��italin�. and address climate chanae: and
�l'HEREAS, the Cin� of Chula Vista is in a good standin� to appl�� because of our urban
automation: connected ��ehicles: intelli�ent. sensor-based infrastructure. architecmre and
standards: lo��� cost, efficient, secure� and resilient InFormation and Communications
Technoloev: smart land use: and connected and involved citizens: and
V�'HEREAS; cost sharing or matching is N07 required for the Concept Development
fised amount awards resultin� from this solicitation: and
�1'HEREAS; in the follou�-on second solicitation for the planned Smart Cim Challenge
a���ard, cost sharin� or matching will \'OT be required but �i�ill be encouraged; and
WHEREAS, the USDOT estimates mal:in� fi��e awards for Concept De��elopment as a
result of this Notice of Fundine Opportunih�. and each a��•ard ��ill be a fised amount a.�ard in the
amount of�100.000 in Federal fundina: and
��'HEREAS. each a���ardee is desienated a Sman Cit�� Challen�e Finalist: and

WHEREAS. under the second follow-on solicitation, the USDOT intends to solicit
applications For assistance to result in one award to provide funding support for the
implementation of a Smart City Challenge in the estimated Federa] funding amount of $40
Million; and
WHEREAS, the planned separate competition will be a set-aside with competition
limited to Smart Cih� Challenge Finalists. One finalist will be selected for the award; and
WHEREAS, applications are due by Thursday February 4, 2016, at 3:00 p.m. Eastern
Time by email.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula
Vista, that it approves the Grant Application Submittal from the City of Chula Vista to the
United States Department of Transportation for `Beyond Traffic: The Smart City Challenge '
and, if selected as a Smart Cit}� Challenge Finalist, the submittal for the second follow-on
solicitation that will provide funding support for the implementation of the Smart City Challenge
in the estimated Federal funding amount of$40 Million.
