CALL TO ORDER
A Regula� Meeting ol the City Council of the City of Chula Vista was cal/ed to order at 5:01 p.m. in the
Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, Caldomia.
ROLL CALL:
Present: Councilmember Aguilar, Deputy Mayor Bensoussan. Councilmember McCann and
Mayor Salas
Absent: Councilmember Miesen

1. 15-0689 APPROVAL OF MINUTES of December 15, 2015.
Recommended Action:Council approve the minutes.
2. 15-0674 ORDINANCE NO. 3359 OF THE CITY OF CHULA VISTA AMENDING
CHULA VISTA MUNICIPAL CODE SECTION 2.05.010 RELATING TO
THE ESTABLISHMENT OF UNCLASSIFIED POSITIONS TO ADD
CHIEF SUSTAINABILITY OFFICER (SECOND READING AND
ADOPTION) (4/5 VOTE REQUIRED)
Recommended Action:Council adopt the ordinance.
3. 15-0675 ORDINANCE NO. 3360 OF THE CITY OF CHULA VISTA AMENDING
ORDINANCE NO. 3064 RELATING TO A PEDESTRIAN BRIDGE
DEVELOPMENT IMPACT FEE FOR OTAY RANCH VILLAGES ONE,
TWO, FIVE, AND SIX RELATING TO THE ANNUAL REVIEW AND
ADJUSTMENT OF FEES (SECOND READING AND ADOPTION)
Recommended Action:Council adopt the ordinance.

PARKLAND ACQUISITION AND DEVELOPMENT FEE, AND TRUNK
SEWER CAPITAL RESERVE FUNDS FOR THE FISCAL YEAR ENDED
JUNE 30, 2015
Recommended Actlon: Council receive the report.
5. 15-0635 RESOLUTION NO. 2016-001 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROVING AN AGREEMENT BETWEEN THE
CITY OF CHULA VISTA AND STC TRAFFIC, INC. TO DEVELOP A
TRAFFIC SIGNAL COMMUNICATION MASTER PLAN AND TO
DESIGN AND CONSTRUCT AN UPGRADED TRAFFIC SIGNAL
COMMUNICATION CENTER AND APPROPRIATING $28,000 AND
$42,000 FROM THE AVAILABLE BALANCE OF THE WESTERN
TRANSPORTATION DEVELOPMENT IMPACT FEE (WTDIF) FUND
AND THE EASTERN TRANSPORTATION DEVELOPMENT IMPACT
FEE (TDIF) FUND, RESPECTIVELY TO CIP TF-396, TRAFFIC
MANAGEMENT CENTER AND COMMUNICATION MASTER PLAN
(4/5 VOTE REQUIRED)
Recommended Action: Council adopt the resolution.

ACTION: A motion was made by Councilmember McCann, seconded by Councilmember
Aguilar, to approve staff's recommendations on the above Consent Calendar
items, headings read,text waived.The motlon carried by the following vote:

PUBLIC COMMENTS
Alexa Paulus, represenfing Paulus Enterpnses, LLC, expressed concem �egarding issues 2lafed to
motor homes being parked on public streets, and she submitted written documentation to the Council.

PLAN
Senior P�oject Coordinator Kurz gave a presenfation on the proposed Healthy Chula Vista Action Plan.

The folbwing members of the public spoke in support o(stafPs recommendation:
-Leficia Cazares, Chula Vista iasident,representing San Ysidro Health Center
- Emiy Serafy Cox, representing MAAC, and she also spoke in support of amending the plan to include
the pursuit of improvements to the Blue Line trolley and to support fhe planning of the Purple Line trol/ey.
ACTION: A motlon was made by Councilmember Aguilar, seconded by Mayor Salas, that
Resolution No. 2016-002 be adopted, heading read, text waived. The motion
carried by the following vote:
Yes: 4- Aguilar, Bensoussan,McCann and Salas
No: 0
Abstain: 0
CITY MANAGER'S REPORTS
Direcfor of Public Woiks Hopkins provided infortnation /egarding rainla/l, potential floodin9, and
p2parations that have been made due to the anticipated EI Nino. He announced an upcoming public
workshop on the topic, which would be held January 77, 2016.
MAYOR'S REPORTS
At the request o/ Mayor Salas, the/e was consensus o/ the Council fo add an ifem to the next City
Council agenda to discuss bnnging fireworks back to the Bayfront.
Ma}ror Salas paid Mbute to Vanessa De La Cruz. a bcal preschool teacher who was killed in a Bonita
house fire.
COUNCILMEMBERS' COMMENTS
Councilmember Aguilar announced lhe Starlighf Parade awaNs would be p(esented at the next Council
meeting.
City Attomey Goo9ins stafed thal Closed Session Item 7 would be continued to the meeting o! January
72, 2016. At the request of City Attomey Googins, the2 was consensus of the Council to add an ilem fo
the nezt City Council agenda to consider a report from the City Aftomey on open govemment projects.
