PUBLIC HEARING MPA15 -0013 Consideration of Healthy Communities General Plan Amendments Project Manager: Stacey Kurz Associate Planner: Lynnette Tessitore -Lopez Staff Recommendation: That the Planning Commission adopt Resolution MPA 15 -0013 Planning Commission Agenda September 9, 2015 Page 12 INTRODUCTION How a community is planned, designed, and built has a direct effect on the health of its citizens. With an understanding of how the built environment affects public health, it is possible to create vibrant, active spaces and places for the betterment of the community. The proposed General Plan amendments are an important step in building a better and healthier Chula Vista. In an effort to support healthy living and healthy behaviors in Chula Vista, staff is proposing the insertion of wide - ranging health and well -being policies and objectives throughout the General Plan. The proposed amendments range from the insertion of Healthy Community concepts throughout the document, as well as revisions to existing and the pr Lion of new policies and F S objectives in the areas of land use, transportation, economic development, recreation, and environmental quality and justice. v The proposed amendments are listed by General Plan Element;` "Section, and revised text in the attached matrix (Attachment 3) with a brief summary of the proposed chiriges by chapter listed below. Vision and Themes The Vision and Themes of the City's General Plan promote the community's core values that serve to guide the GP Objectives and PolJcies -It is proposed t5 evise the title of Theme 5, and n to add a discussion of Healthy Com unity',,components to the subtext of Themes 2, 4, 5, and 8. Land Use and Transportation The Land use and Transportation dement of the General Plan is the comprehensive plan for the i„ City's future growth ;It is proposed to includesa discussion on Complete Streets (the provision of a balanced, multi(nodal transp .rtati'on network that meets the needs of all users.), and the addition of policies and objectives on building a healthy and sustainable community. Economic Develo ment The Economic Development Element of the General Plan focuses on enhancing a high quality of life for al Chula Vistans n this Chapter, language is proposed that supports a healthy and sustainable community fo everyone, with policies and objectives that support environmentally friendly business development and a healthier workforce. Public Facilities and`'Services This Element includes public facilities and services that support and enrich the community, such as: parks and recreation centers and art and cultural facilities and programs. This Element also discusses the City's supporting role in health and human service programs. Language is proposed that encourages City partnerships with health advocates, support of health and well- being education programs, and the policies and objectives that support the development of safe and accessible recreational uses citywide. Environmental Planning Commission Agenda September 9, 2015 P 3 This Element establishes the policy framework for sustainability and responsible stewardship. Healthy Community language and policies and objectives that cover a wider breadth of public health issues are proposed throughout this Chapter. The focus of the amendments is to expand upon existing environmental quality policies and objectives, while strengthening the focus of environmental justice and developing new policies and objectives that emphasize healthy living and healthy behaviors and equally high levels of environmental protection, for everyone. CONCLUSION The goal of the Healthy Chula Vista Initiative is to build a stronger healthier community by creating policies and programs to improve the City's physical and social environments, to promote awareness and access to services, and to build..". nd strengthen community partnerships. A primary step in this effort is to integrate goals,! policies and objectives that support a Healthy Community throughout the Genera! Plan. The proposed General Plan Amendments include policies and objectives that help „make a” healthy choice an 'easy option such as: efficient and accessible transportation, cobcation of activities, and healthy food access. The proposed General Plan Amendments pre:a;n important step in building a better and healthier Chula Vista. Therefore staff recommends that the Planning Commission adopt the Resolution. DIRECTOR'S COMMENTS— Kelly Broughton No further updates since the update at last meeting. The meeting just prior to the Planning Commission entailed a review of Chula Vista's Economic Development. Eric Crockett is available for presentation on Economic Development if anyone has a group they would like updated. There is a probability that the meeting of September 23, 2015.'Wiill becancelled as there are currently no items on the agenda. 4. COMMISSIONERS' /BOARD MEMBERS' COMME Commissioner Livag likes the Economic Development, but thinks the City,, 6uld be bolder in recruitment. We need to be more vocal to so that we can attract people to come to Chula Vista. Chula Vista resident Dean Spooner spoke about the City having a "vision" when the UCSP was initiated and how he thinks they are deviating from it with the kind of development being planned now. Proiect Ni<anaLyer `Associate Planner Jeff Steichen Staff Recommendation That ;,the Planning Commission adopt Resolution DR15 -0003 approving the proect based on the findings and subject to the Flw requirements contained in the Planning Commission Resolution INTRODUCTION The Applicant submitted a Design Review Permit application to allow for an 87 -unit multi - family project/66,435-acre parch` ,[within the Apartment Residential zone with Precise Plan modifying district (R -3 4). The project,,,,., requires approval by the Planning Commission. The project site is located at 701`:4." Street,at the northwest corner of "D" Street and Woodlawn Avenue. The project site is comprised of one parcel (See Locator Map, Attachment 1). The proposed project is comprised of 87 townhomes in 15 three -story buildings, 186 parking spaces, common open space, along with a large centralized recreation area and pedestrian access to a future linear park. The project is separated from the interstate 5 right-of-way by a 7 -foot high masonry wall along the western property line which would provide for both sound attenuation and privacy. A tentative parcel map (TPM 15 -0002) is also being processed for this project for condominium purposes for approval by the City Engineer. Planning Commission Minutes December 9, 2015 Page -3- BACKGROUND While the project site is vacant today, it previously housed the Jade Bay Mobile Lodge until its closure in 2006. Historically, the site was zoned R -3 (Apartment Residential), but in 1978 the City Council established the MHP (Exclusive Mobile home Park) Zone and that zone was subsequently applied to this property in 1980. In July 2008 the applicant requested to rezone the property from MHP to the original R -3 to allow for future development of a high density multi - family project. Because no project was proposed at that time, a "P" Precise Plan Modifying District was added to the zoning since there were site constraints that could inhibit a future development from the ability to meet all of the required developmentstandards of the R -3 zone f, Associate Planner Jeff Steichen gave a presentation showing graphics of building design, elevation, architecture and landscaping features. PUBLIC HEARING OPENED: Mr. Jose Zepeda of 77 Woodland Avenue waived his time to Dean Spooner. Mr. Spooner thanked the Commission for allowing him extra time as he felt there is a lot to go over in this project. He had, at the beginning of the meeting, provided a 3 -page document of his concerns to the Commissioners. Correct that 7 units have a view to the ocean? A. Showed the elevation with 7 units having a view. Discussed sound wall (put in due to sound studies) on west edge of property which will be 7 feet tall. Q. How would the developer describe the "style" of architecture? It is very different to what is there now so, can it be justified and will it fit in to the UCSP? A. Described as "modern- contemporary ". It is not included in the UCSP. Showed an elevation that contained 5 separate looking units although they have uniting walls. Q. Where is sewer and storm drainage? A. Sewer — existing down D and will extend and tie in to Woodlawn. Far west end on D St. for storm drain. Q. How is the water treated? A. Bio- retention basins on site. Discussion of placement and shown on slides Q. is the D Street space being used by this project as open space? A. No There was discussion about traffic and how it compares .to what was`Ahere `;when the mobilehome park was there. Dave Kaplan, Traffic.. Engineer discussed the process of determining traffic patterns. There was concern that there was only one entrance into, he project and questions regarding the proposed park on D Street. Ed Batchelder spoke as 16, how /why it was determined for a single entrance. It is a "visionary" idea for the park on D Street and has not been approved yet. It is solely an idea to "capture" the land for -`an amenity for the project at a later date. It is preserving a possible opportunity to allow; future }ilanning.,for a park. The City Council would have to approve the park — perhaps when`the.Park Master Plan is reviewed. It was suggested again that, because parking is limited, that the`district could be struck for angled parking. It was asked if the prof t could %e granted a`n easement for a second driveway. Batchelder advised that he thinks there was a proposaf" for another access. Applicant said there was another access at one time Currently there is additional bio- retention and storm drainage running through 1t There was continued discussion and Batchelder said the Commission could request further study and/or make a condition in the motion regarding a second access point.
