AND SIX AI�'D AMENDR�'G CHAPTER 16 (DEVELOPMEI�'T AI`'D II�'-LIEU FEES) OF THE CITY`S MASTER FEE SCHEDULE R'HEREAS, in connection �ti�ith developing residential and non-residential propert�� in Otay Ranch Villase 2. Bald��in and Sons has requested an update of the Citv's Pedestrian Bridee De��elopment Impact Fee (Pedestrian Bridge DIF). for Ota}� Ranch Villaees One, Two, Five and Six: and �'HEREAS. the Cin� Council established the orieinal Pedestrian Bridee DIF on Januan� �, 1999, b}� Ordinance No.•2767, whic6 was set up to fund the construction of the pedestrian bridee facilities within Otav Ranch Villaees One and Five: and R'IIEREAS. on Januarv 7. 2003. bv Ordinance No. 2892. the Citv Council amended the original Pedestrian Bridge DIF to include Otay Ranch Villaee Si�:, to pa}� its fair share to fund the construction of the pedestrian bridge facilities: and WHEREAS, on February 20, 2007, by Ordinance No. 3064; the City Council amended the Pedestrian Bridge DIF to indude Otav Ranch Villaee T���o, to pa}� its fair share to fund the construction of the pedestrian bridee facilities: and R�HEREAS, De��elopment Planning R Financing Group has prepared a report, entitled "Cit}� of Chula Vista Pedestrian Brid�e De��elopment Impact Fee Report for Ota}� Ranch Village 2," dated June l�, ZO1� (Report) reeazding updating the Ped Bridse DIF to account for the increase in the number of units to Villaee TH�o: and WHEREAS. the Report includes the follo��ine definitions; (i) sinele-famih- detached (SFD) dwelling unit means a single residential unit on a single assessors parcel within a tract with a densitv of less than or equal to eight residential units per acres: and (ii) multiple-family (MF) dwelling means an�� residential units N�ith a density greater than eight residential units per acre or an.�residential unit �i�ithin a mixed-use project; and WHEREAS, the Report proposes the adjustment of the Pedestrian Bridee DIF from �l,l 14 to $843 per SFD and from $826 to $62� per MF; and WHEREAS, pursuant to Section 11 of Ordinance No. 3064_ the Cit}� Council may mal:e adjustments to the Impact Fee by resolution amending the Cit��`s n4aster Fee Schedule; and Resolution No. 2015-288 Page No. 2 WHEREAS, the Impact Fee is published in Chapter 16 (Development and In-Lieu Fees) of the Ciry's Master Fee Schedule; and WHGREAS, the Development Services Director has reviewed the proposed activity for compliance with the Califomia Environmental Quality Act (CEQA) and has determined that there is no possibilit}� that the activity may have a significant effect on the em�ironment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activitv is not subject to CEQA. NOW, THEREFORE, BE IT RESOLVED that the Ciry Council of the City of Chula Vista does hereby accept a report titled "City of Chula Vista Pedestrian Bridge Development Impact Fee Report for Otay Ranch Village 2," dated .lune 15, 2015, prepared by Development Planning & Financing Group; a copy of which shall be kept on file in the City Clerk's Office. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it does hereby amend, subject to the final adoption of the accompanying ordinance, certain sections of Chapter 16 (Development and In-Lieu Fees) of the City's Master Fee Schedule, as reflected in Exhibit 1 ofthis Resolution.
