A RegularMeeting of the Resource Conservation Commission of the City of Chula Vista was called to
orderat 5:02pmin the Executive Conference Room 103,Building A, located at 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL
PRESENT:Commissioners Coleman, Kappes, Mora(arrived at 5:04 pm),Rahimzadeh,Valen
andChair Romo
ABSENT: Commissioner Sedgwick
MOTION TO EXCUSE:Chair Romomoved to excuse Commissioner Sedgwickfrom the
meeting on November 9, 2015. The motion was seconded by Commissioner Valen and carried
with the following vote:
Yes –5Coleman, Kappes, Romo,Rahimzadeh,and Valen
No –0
STAFF PRESENT:Environmental ServicesManager France and Office SpecialistRodriguez
Commissioner Mora arrived.
APPROVAL OF MINUTES:Chair Romomoved to approve the minutes of the regular meeting on
November 9, 2015,as corrected. The correction beingunder Commissioner Coleman’scomments the
word “Energy” to be included withUpgrade California. The motion was seconded by Commissioner
Kappesand carried withthe following vote:

No –0

1.Chair Romotalked about presenting Council acalculator to track carbon footprint.

Commissioner Mora followed up and shared his draft document that outlineshow Chula Vista is
leading the wayin climate change. Working on making a postcardor flyer that highlightsfour
important pointsto promote about the City’s Climate Action Plan.
CommissionerColeman gave his report about the Wildlife Advisory Board (WAG) meeting.
Commissioner Valen also reported on the WAG meeting, asked about getting more information about
the Healthy Community Plan, the Environmental part of the plan. Maybe having Stacey Kurz join
meeting and present to Commission.
Commissioner Kappes reminded commissioners to put the CLEAN awards in January’s agenda, since
these are in April.
CHAIR’S COMMENTS
Chair Romo would like to invite Eric Crockett, Director of Economic Development, and Dennis
Gakunga, Chief Sustainability Officer, to attend meeting in Januaryto talk with the commissioners.
Request from Commission of Environmental Protection from the City of Tijuana to join meeting.
ADJOURNMENT
Chair Romomoved to adjourn the meeting. The motion was seconded by Commissioner Kappesand
carried by the following vote:

Meeting was adjourned at 6:15pmto a regular meeting to be held on January 11, 2015.

CHULA VISTA CLEAN WINNERS ANNOUNCED
The City of Chula Vista recently asked the public to nominate a person or group living or
working in the City who has demonstrated efforts to help improve the City’s environment.The
City’s CLEAN Champion Awards are designed to recognize individuals and groups who help
achieve clean air, clean water, andclean land within Chula Vista.
After receiving nominations from the public and City staff, the Resource Conservation
Commission selected the following CLEAN Champion Award winners:Resident–recognizes
the environmental leadership of a Chula Vista resident,Oscar Romo;Business–recognizes
the environmental leadership of a business participating in the City’s CLEAN Business
program,Bonita Learning Academy;Organization–recognizesthe environmental leadership
of a non-profit or civic group, Chula Vista Garden Club; Youth –recognizes the environmental
leadership of a youth organization or individual under 18 years old, Miguel Angel Aldrete of
Kids 4 Our World; and City Employee–recognizes a municipal employee (in a non-
environmental position) that has contributed to improving the City’s sustainability, Public Works
Parks Division.
The Resource Conservation Commissionhopes that the annual awards help celebrate local
environmental champions and inspire others to keep Chula Vista CLEAN.More information on

Dear Mayor Mary Salasand members of the City Council,
The Resource Conservation Commission wants to congratulate you on the remarkable
accomplishments made during the COP21 in Paris France. Not only did you represent the City’s
achievements in climate change work but you also expanded the reputation of Chula Vista as a
progressive community ready to accept the environmental challenges of the present and the
future.
As members of the Chula Vista family we are proud of our city leaders for their leadership in
making Chula Vista a model of sustainability. For that reason we praise you and the members of
the City Council for such exemplar successes.
We are also delighted to recognize a group of dedicated and talented professionals that
undoubtedly worked very hard in making Chula Vista one of the best places to live in the US.
We are referring to the members of Conservation and Environmental Services/Clean Team,
who are a team of self-starters that constantly inspire our work as commissioners.
Congratulations to all of you for a success well deserved.

CITY OF CHULA VISTA BOARDS & COMMISSIONS
FISCAL YEAR 2015-2016
Board/Commission: Resource Conservation Commission
Highlights of Activities during the past fiscal year:
Received information and monitored the City’s Climate Action Plan (CAP)
Mayor Salas visited the August 2015 meeting and talked with the commissioners about
sustainability and conservation in the City of Chula Vista
Participation at the November 2015 First Friday Breakfast
Council Member Aguilar visited the November 2015 meeting and talked with the commissioners
about her vision for sustainability and the role of the RCC in the City of Chula Vista.
Board/Commission comments or recommendations to Council:
Election of new chair, Commissioner Romo, and vice chair, Commissioner Valen.
Recommended to City Council to accept and appropriate the The San Diego Foundation Grant for
$67,500 and matching grant from the Bloomberg Award for Local Sustainability Matching Fund
for $67,500 for a total of $135,000, to develop a comprehensive Water Reuse Framework.
