CALL TO ORDER
A Regular Meefing of the Cify Council of the City of Chula Vista was called to order at 5:06 p.m. in the
Council Chambers, locafed in City Hall, 276 Fourth Avenue, Chula Vista, Calffomia.
ROLL CALL:
Present Councilmember Aguilar, Deputy Mayor Bensoussan, Councilmember McCann,
Councilmember Miesen and Mayor Salas

students of Castle Park E/ementary School. The students spoke regarding the impact of[he book club.

B. 15-0498 PRESENTATION OF THE CROWNING OF THE 2015 STARLIGHT
PARADE AMBASSADORS
Councilmember Aguilar introduced the 2015 StaAight Parade Ambassadors, Kacie Wnght and Naomi
Tewolde. She 2ad the proclamation, and she and McCann presented if to Ms. Wnght and Ms. Tewolde.
Counci/member Aguilar also recoynized runners up Shae-Lin Can, Comina Lee, Heather Cynn Marie
Costa, and Mikayla Moore-Bastide. Miss South Bay, Gabnela Luceio, cmwned the 2015 Stadight
Parade Ambassadors.
Councilmember Aguilar announced the upcoming Stadight Parade on Saturday, December 5, 2075.

CONSENT CALENDAR (Items 1 - 7)
Deputy Mayor Bensoussan stated that Items 6 and 7 had been removed from the Consent Calendar by
s[a/L City Attomey Googins announced that an amended Exhibit F for Item 58 had been distnbuted to
the Council.
Mayor Salas retumed to the dais at 5:33 p.m.
1. 15-0624 APPROVAL OF MINUTES of October 27, 2015.
Recommended Action: Council approve the minutes.
2. 15-0620 ORDINANCE NO. 3357 OF THE CITY OF CHULA VISTA AMENDING
THE LANDSCAPE WATER CONSERVATION ORDINANCE, CHAPTER
20.12 OF THE MUNICIPAL CODE, TO COMPLY WITH STATE
REQUIREMENTS TO INCREASE WATER EFFICIENCY FOR NEW
AND RETROFITTED LANDSCAPES (SECOND READING AND
ADOPTION)
Recommended Action: Council adopt the ordinance.
3. 15-0402 RESOLUTION NO. 2015-268 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROVING THE MAINTENANCE AGREEMENT
FOR INTERIM DRAINAGE IMPROVEMENTS AND NPDES FACILITIES
WITH SLF IV/MCMILLIN MILLENIA JV, LLC, FOR OTAY RANCH
MILLENIA PHASE 2 (EASTERN URBAN CENTER) AND
AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT
Recommended Action:Council adopt the resolution.
4. 15-0558 RESOLUTION NO. 2015-269 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROVING A GRANT OF EASEMENTS, LICENSE
AND MAINTENANCE AGREEMENT FOR CHULA VISTA TRACT NO.
09-03 OTAY RANCH MILLENIA PHASE 2 (EASTERN URBAN
CENTER) BETWEEN THE CITY AND SLF IV-MILLENIA, LLC
Recommended Action:Council adopt the resolution.
5. 15-0597 A. RESOLUTION NO. 2015-270 OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA AUTHORIZING THE CITY TO ENTER INTO A
10-YEAR LEASE PURCHASE AGREEMENT WITH PNC EQUIPMENT
FINANCE, LLC. FOR THE ACQUISITION OF TWO (2) PIERCE
ARROW XT TRIPLE COMBINATION PUMPER/FIRE ENGINES, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE THE FINAL
PURCHASE AND LEASE AGREEMENT

CITY OF CHULA VISTA AUTHORIZING THE CITY TO ENTER INTO A
10-YEAR LEASE PURCHASE AGREEMENT WITH LEASING 2, INC.
FOR THE ACQUISITION OF ONE (1) HME AHRENS - FOX MODEL
34D/500 ll'PE III FIRE APPARATUS/BRUSH ENGINE, AND
AUTHORIZING THE CIN MANAGER TO EXECUTE THE FINAL
PURCHASE AND LEASE AGREEMENT
Retommended Action: Council adopt the resolutions.

CITY COUNCIL DIRECTION TO STAFF REGARDING SAME
Ifem 6 was continued to a future Council meeting.

VISTA APPROVING THE RELEASE OF A REQUEST FOR
PROPOSALS TO SOLICIT AN EVENT PLANNER FOR A
SPONSORED CITY EVENT TO BE HELD IN EASTERN CHULA VISTA
IN SPRING 2016

MAYOR'S REPORTS
8. 15-0623 RATIFICATION OF APPOINTMENT OF FERNANDO KISH AND TODD
VOORHEES TO THE BOARD OF ETHICS
ACTION: A motion was made by Councilmember McCann, seconded by Councilmember
Aguilar, that the above appointments be ratified. The motlon carried by the
following vote:
Yes: 5- Aguilar, Bensoussan, McCann, Miesen and Salas
No: 0
Abstain: 0
CITY MANAGER'S REPORTS
There were none.
COUNCILMEMBERS' COMMENTS
Councilmember McCann 2quested that the meeting be adjoumed in memory o/ the victims of fhe
terronst attack in France. Mayor Salas paid Mbute to the victims in France, as well as the victims in
Beiruf, Lebanon.
City Attomey Googins announced that the Council would convene in c/osed session to discuss the ifem
listed be/ow.
At 5:43 p.m., the Council convened in C/osed Session.
CLOSED SESSION
Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and
records of action taken during Closed Sessions are maintained by the City Attorney.
