OF THE CITY OF CHULA VISTA
November 9, 2015
5:00 PM
A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to
order at 5:01 pm in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Coleman, Kappes, Mora, Rahimzadeh (arrived at 5:08 pm), Valen
and Chair Romo
ABSENT: Commissioner Sedgwick
MOTION TO EXCUSE: Commissioner Kappes moved to excuse Commissioner Coleman
from the meeting on October 12, 2015. The motion was seconded by Commissioner Valen and
carried with the following vote:
Yes — 5 Coleman, Kappes, Mora, Valen and Romo
No -0
STAFF PRESENT: Environmental Services Manager France, Conservation Specialist Downs
and Sr. Secretary Lindsey
APPROVAL OF MINUTES: Commissioner Valen moved to approve the minutes of the regular
meeting on October 12, 2015 as written. The motion was seconded by Commissioner Kappes and
carried with the following vote:
Yes — 5 Coleman, Kappes, Mora, Valen and Romo
No -0
PUBLIC COMMENTS: Crystal Crawford, Regional Director of Ygrene Energy Fund, commented on
the success of the Clean Energy Chula Vista program.
INFORMATION ITEMS
1. Conservation Specialist Downs gave a presentation about the Climate Action Plan Update.
2. Council Member Aguilar talked with the commissioners about her vision for sustainability
in the City of Chula Vista. She also talked about the future university project.
Commissioner Rahimzadeh arrived during Information Items.
ACTION ITEMS
1. Information Memorandum to the City Council suggesting personal climate change actions
they can adopt to offset the environmental impact of their actions.
The commissioners discussed options of personal climate change actions. They recommend
educating city employees and residents about these options, not just to the City Council
members. This Action Item was deferred to a future meeting. No action taken at tonight's
meeting.

2. Information Memorandum to the City Council requesting they recognize Ride to Work Day
in 2016 with a proclamation.
Chair Romo gave a presentation to promote Ride to Work Day. The commissioners
discussed the impact of motorcycles on the environment. They also would like to inquire if
the Safety Commission would like to jointly recommend this proclamation together to the
City Council. This Action Item was deferred to a future meeting. No action was taken at
tonight's meeting.
ACTIVITY REPORT
The two items from tonight's meeting to be included in the Activity Report for FY2015 -2016 are:
Participation in the First Friday Breakfast on November 6 and Council Member Aguilar's visit at the
November 9 meeting.
STAFF COMMENTS
Environmental Services Manager France gave a report on the Free Compost Giveaway event on
November 7 at the Otay Landfill. She also reported on the November 7 Used Oil Filter exchange event
in Imperial Beach.
COMMISSIONERS' COMMENTS
Commissioner Mora volunteered to draft a document outlining the City's Climate Action Plan.
Commissioner Kappes informed the commission that the City of San Diego's Sustainable Energy
Advisory Board meeting is open to the public this Thursday, November 12, 2015.
Commissioner Rahimzadeh commented about an email he received from the Climate Registry.
Commissioner Coleman shared information about energy efficiency for businesses through Upgrade
California. He also gave his report about the Wildlife Advisory Board (WAG) meeting.
Commissioner Valen also reported on the WAG meeting.
CHAIR'S COMMENTS
Chair Romo would like to invite Eric Crockett, Director of Economic Development, and Dennis
Gakunga, Chief Sustainability Officer, to a future meeting to talk with the commissioners.
ADJOURNMENT
Commissioner Rahimzadeh moved to adjourn the meeting. The motion was seconded by
Commissioner Kappes and carried by the following vote:
Yes — 6 Coleman, Kappes, Rahimzadeh, Mora, Valen and Romo
No -0
Meeting was adjourned at 7:06 pm to a regular meeting to be held on December 14, 2015.

FISCAL YEAR 2015 -2016
Board /Commission: Resource Conservation Commission
Highlights of Activities during the past fiscal year:
Received information and monitored the City's Climate Action Plan (CAP)
Mayor Salas visited the August 2015 meeting and talked with the commissioners about
sustainability and conservation in the City of Chula Vista
Participation at the November 2015 First Friday Breakfast
Council Member Aguilar visited the November 2015 meeting and talked with the commissioners
about her vision for sustainability and the role of the RCC in the Citv of Chula Vista.
Board /Commission comments or recommendations to Council:
Election of new chair, Commissioner Romo, and vice chair, Commissioner Valen.
Recommended to City Council to accept and appropriate the The San Diego Foundation Grant for
$67,500 and matching grant from the Bloomberg Award for Local Sustainability Matching Fund
for $67.500 for a total of $135.000. to develoD a comprehensive Water Reuse Framework.
