PRUI�'Ii�'G. .AND REMOVAL AI�'D AA4ENDII�'G THE COI�'TRACT VJITH WEST COAST ARBOR]STS TO II�'CREASE THE I�'OT-TO-EXCEED AMOLT?�'T IN FISCAL YEAR 201�-16 FROM �1�0.000 TO $�20.000 V1'HEREAS, the Public VJorks Department manages the City's urban forest trees. including street trees. park trees. and trees located on Cit�� Property, for overall public safet}� and tree health: and WHEREAS, the Ciq�'s partial urban forest tree inventory is estimated at 3�,000 trees; and WHEREAS. the trim cvcle for these trees is � vears. Therefore. the Cirv should be uimming approximatel}� 7,000 trees annually; and WHEREAS, annual funding for tree trimming is sufficient for only 1,200 trees, lea��ing an annual deficit of�.800 trees and a funding shortage of$699,625; and l�'HEREAS. as a result of the tree trimming deficit, the Citv has experienced an increase in the number of tree failwes and requests for tree sen�ice cinu�ide. Additionall��, an El Nino event ���ith its associated strong rainfalls is expected this ���inter, and staff anticipates that this �vill create an upsurge in tree failures; and WHEREAS, the Cih-'s tree trimming needs aze currentiv backloeged b}� over 1�.000 trees due to multi-��ear budset constraints: and �1'HEREAS, West Coast Arborists (WCA) is currently under contract ��ith the Cit}� to perform tree trimming, pruning, and removal services. The convact �i�as competitivelv bid in 2012 and will expire on October 31, 2016; and �1'HEREAS, staff is requestine an additional appropriation of $370,000 from Gas Tax Funds to pa�� for additional tree trimmine to reduce the current backloo and to avoid a significant number of vee failures in the upcomine rain}� season; and WHEREAS, the additional vee trimming ti�ork will be performed from No�ember � to December 31; 201� in preparation for the El Nino storm activity. The additional trees to be trimmed are located in the follo��ing places: Bay Boulevazd Park, Bonita Long Canyon Pazk, Chula Vista Communih� Pazk. Discovery Park, Esplorer Pazk. Memorial Park; Friendship Park, Sunbow Park, D Street, E Sveet, F Street. G Street, I Street, J Street K Street. L Street; East L Street, Naples Street. Palomaz Street, and East Palomar Street. Resolution No. 2015-249 Page No. 2 NOW, THEREFORE, BE ]T RESOLVED by the City Council of the Cit�� of Chula Vista, that it does hereby appro��e an amendment to a contract with West Coast Arborists to increase the not-to-exceed amount in Fiscal Yeaz 2015/2016 from $150;000 to $520,000 to perform the additional tree trimming. BE IT FURTHER RESOLVED by the Ciry Council of the City of Chula Vista, that it does hereby approve an appropriation of$370,000 from Gas Tax Funds to CIP OP226.
