RESOLUTION OF THE CITY COUI�'CIL OF THE CITY OF
CHiJLA VISTA APPROVING THE SECOI�'D AMEI�'DMEI�TT
TO A MEMORAI�'DUM OF UI�'DERSTANDII�'G WITH THE
SAI�' DIEGO ASSOCIATION OF GOVERI�'ME?�'TS
REGARDING AN EI�TVIRONMENTAL DOCUA4ENT FOR
GRADE SEPARATIONS AI�'D STATIONS TO THE LIGHT
RAIL TROLLEY'S (LRT) BLUE LII�'E, AUTHORIZII�TG THE
CITl' ATTORI�'EY TO MAKE SUCH NON-SUBSTANTIVE
CHANGES DEEMED NECESSARY FOR THE BENEFIT OF
THE CITl'. AND AUTHORIZIT'G AND DIRECTII�rG THE
MAYOR TO EXECUTE THE SECO�'D AMENDMENT
�i%HEREAS, the City desires to work �vith SANDAG in order to make rail corridor
impro��ements throueh Chula Vista; and
R'�I-IEREAS. the Cit}� and SANDAG each ha��e projects in the Resional Transportation
Impro�ement Proeram (RTIP) related to making these rail comdor impro��ements; and
W1-IEREAS, the projects lie entirel�� N�ithin the jurisdiction of tbe Cit�� of Chula Vista, but
technical assistance on a reeional le��el is required of SANDAG for improvements within and
adjacent to tbe rail comdor; and
V�'HEREAS. on June 19. 2012. in order to determine ultimate lieht rail trollev
improvements and mal:e at-grade rail crossing improvements throueh Chula Vista, the Cih
Council approved Resolution I�'o. 2012-118 enterine into three Memoranda of Understandine
(MOUs) �vith SAI�'DAG to define funding; cost sharing and roles between Cit}�, SANDAG. and
SANDAG's consultant team on three Capital Improvement Projects STM-361, TF-383 and TF-
319: and
R�IIEREAS. the initial MOU for STM-361. SAI�rDAG Contract Number �004169. is for
the purposes of preparine an environmental document that will consider project altematives for
grade-sepazating the Blue Line Light Rail Trolley crossing at Palomaz Street and commensurate
station impro��ements; and
V�%HEREAS, on December 16, 2014, the Cit�� Council appro��ed Resolution No. 2014-2�3
extendine the initial MOU expiration date from December 31; 201�4 to June 30, 2016, in order to
complete the environmental document, the final project invoicing, accountine and close out
documentation to Caltrans and Federal Hiahwa�� Administration: and
WHEREAS. as of June 2014. the Palomar Sveet rail crossins is ranked as the Counn� of
San DieQo's highest priorin� location for erade-separation; and �

WHEREAS, approving the second amendment to the MOU (Second Amendment) will
amend the SANDAG budget by $232,000; from $750,000 to $982,000, for additional tasks
related to the Project Report and Environmental Document (PR/ED), such as additional public
outreach by the consultant, photo simulations, and traffic analysis of the various eeometric
altematives being considered; and
WHEREAS, approving the Second Amendment will also extend the expiration date from
.lune 30, 2016 to June 30, 2020, in order to coincide with the reversion date of federal funds and
allow sufficient time for the project close-out phase with Caltrans and the Federal Highway
Administration; and
WHEREAS, the Capital Improvement Program project (STM-361) budget has sufficient
funds to address the additional tasks required by the consultant and SANDAG.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista does hereby approve the second amendment to the Memoranda of Understanding
with the San Diego Association of Govemments for contract Number 5004169 regarding
environmental document work for the Blue Line Light Rail crossing at Palomar Street, authorize
the City Attomey to make such non-substantive changes deemed necessary for the benefit of the
City, and authorize and direct the Mayor to execute the Second Amendment.
