ROLL CALL PRESENT: Commissioners O'Donnell, Rhamy, Ross and Chair Bellamy ABSENT: Commissioners De La Rosa, Felbers and Spethman STAFF PRESENT: City Attorney Googins and Assistant City Attorney Maland PUBLIC COMMENTS ACTION ITEMS 1. Approval of August 3, 2015 minutes. ACTION: Commissioner O'Donnell made a motion to approve the minutes. Commissioner Ross seconded motion. The motion carried by the following vote: Yes: 4 (O'Donnell, Rhamy, Ross and Bellamy) No: 0 Abstain: 0 2. Resolution Changing the Regular Meeting Day and Place ACTION: Consensus among the Commissioners to table this discussion until the full commission is in attendance. Commissioners directed staff to poll the commissioners on what would be the best day. 3. Consideration of 2015/2016 Work Plan Including Possible Charter Amendments - including without limitation a. City Attorney Residency Requirements — City Attorney Googins distributed information to the Commissioners and briefly discussed the summary regarding various California Cities with Elected City Attorneys and the residency requirements. Commissioners discussed the information. Commissioners came to a consensus to review the information and table to next meeting. Page 1 Charter Review Commission Minutes September 21, 2015 b. Special Election and Related Issues in Light of Creation of Council Districts — Commissioner Ross raised concerns avoiding council appointments for vacancies by reducing the costs of Special Elections by District Elections or Mail In ballots. Commissioners came to a consensus for Commissioner Ross to gather information from the City Clerk to find out the costs of Elections and consideration of mail in ballots. Term Limits — CA Googins stated staff is still in the collection phase of this information and will present a report back to City Council. CA Googins said it will be sent out to the Charter Review Commission concurrently with the City Council. d. City Department(s) Proposals to Update /Clarify Language and/or improve Efficiency — CA Googins said staff will periodically review parts of the Charter for updates and clarification, and he will present some ideas. Commissioner Ross suggested changing the description of the elections, residency requirement for candidates (district elections) for more than one month, reconsidering the contents of the City Charter.
