MEETING JOINTLY WITH THE CITY COUNCIL OF THE CITY OF CHULA VISTA
CALLTO ORDER
A Special Meeting of the Housing Authonty meeting jointly with the City Council of the City of Chula Vista
was cal/ed to oNer at 5:08 p.m. in the Council Chambers, localed in Gty Hall, 276 Fourth Avenue, Chula
Vista, Califomia.
ROLL CALL:
Present: Councilmember Aguilar, DepuTy Mayor Bensoussan, Councilmember McCann,
Councilmember Miesen and Mayor Salas
Also Prasent: City Manager Halbert, Senior Assistant City Attomey Miesfeld, City Cle/tc Norris, and
Depury City Clerk Kansas
Ma}ror Salas announced, pursuant to AB 23, that she and each Councilmember would receive $50(or
lheir attendance af this Housing Authonty meefing, being he/d simullaneously with the City Council
meeting.

Councilmember McCann led the Pledge of Allegiance.

3. 15-0528 RESOLUTION NO. 2015-235 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROVING YEAR TWO OF A SUB-AWARD
AGREEMENT WITH COMMUNITY HEALTH IMPROVEMENT
PARTNERS FOR THE RACIAL AND ETHNIC APPROACHES TO
COMMUNITY HEALTH PROJECT, AUTHORIZING THE MAYOR TO
EXECUTE THE AGREEMENT AND THE CITY MANAGER TO
EXECUTE ALL OTHER DOCUMENTS NECESSARY TO IMPLEMENT
THE AGREEMENT, AND APPROPRIATING $30,000 TO THE FISCAL
YEAR 2015/2016 FEDERAL GRANTS FUND TO BE OFFSET BY
UNANTICIPATED REVENUE (4/5 VOTE REQUIRED)
Recommended Action:Council adopt the resolution.
4. 15-0400 RESOLUTION NO. 2015-236 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA ACCEPTING A GRANT AWARD FROM THE
CALIFORNIA OFFICE OF TRAFFIC SAFETY, APPROPRIATING
$210,OOOIN THE FEDERAL GRANT FUND, AND AUTHORIZING THE
FIRE CHIEF OR HIS DESIGNEE TO EXECUTE ALL RELATED
DOCUMENTATION AND PROCUREMENT ASSOCIATED WITH THIS
GRANT (4/5 VOTE REQUIRED)
Recommended Actlon:Council adopt the resolution.

RESOLUTION NO. 2015-237 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROVING AMENDMENTS TO THE CINS
GENERAL PLAN TO INCLUDE HEALTH AND WELL BEING POLICIES
AND OBJECTIVES

Councilmember Miesen stated he wou/d be abstaining from voting on Item 6 due to a potential conflicf of
interest related to his employment He/eft the dais at 5:34 p.m.
Notice of the heanng was given in accordance wi[h legal requiremenfs, and the heanng was held on the
date and no earlie�than the time specified in the nofice.
Housing Manager Hines and Project Manager porado gave a presentafion on the Millenia Housing
Development.
Mayo�Salas opened the public hearing.
There being no members o/the public who wished to speak, Mayor Salas c/osed the public heanng.
ACTION: A motion was made by Councilmember McCann, seconded by Mayor Salas, that
Council Resolution Nos. 2015-238 and 2015-239, and Housing Authority
Resolution Nos. 2015-006 and 2015-007 be adopted, headings read, te�ct waived.
The motion carried by the following vote:

Hopkins gave a presentation on water conservation.

Public Works Director Hopkins and Tim McClamey, representing True North, gave a presentation on the
item.

HOMELESSNESSISSUES
Chief Beja2no, Captain Kennedy, Lieutenant Jones and Housing Manager Hines presented in/ormation
on homelessness. Board of Supervisors Deputy Chie/ o/ StaN Melgoza, County o/ San Diego Behavio2l
Health Division Dilector Aguine and CSH Director Rufl provided a brie( overview of services they offer
7or the homeless.

Omar Cal/eros, rep2senting South 8ay Community Services, submitted wntten documenta[ion
indicating he was available to answer questions regarding currenf programs the organization provided.
Counci/member Aguilar 2quesfed support (or a referral to staN to 2tum with: a) measu`es that would
have an immediate eflect on homelessness issues along wifh costs for those measures; b) a zero
tolerance policy (o� enforcement of existing laws related to homelessness; and c) a maMx 7rom the City
Manager outlining suggested actions and the associated costs. Consensus was not reached.
At the request of Depufy Ma}ror Bensoussan, fhere was consensus to retum to Council within 90 days
with a matrix lrom the Cify Manager outlining suggestions to add2ss homelessness and their associated
oosts.
CITY MANAGER'S REPORTS
City Manager Ha/beR announced lhe appoinfinenf o/David Bilby to Finance Di2ctor.
MAYOR'S REPORTS
Ma}ro� Salas spoke of the success of the recent Chnsfmas in October and Beaufi(y Chula Vista events.
She iequested Envimnmental Services Manager F2nce give a p2sentation at the next City Council
meeting on the events. Mayror Salas thanked Councilmembers Miesen and McCann for their eHorts in
the event as well. Mayor Salas stated Octobe� was Domestic Violenca Awa/eness month and that
Sou[h Bay Community Services wvuld be paRneAng with Conna's Restaurant Groups in a Dineout for
Domestic Violence event. Mayor Salas spoke 2garding her 2cent opportunity to represent Chula Vsta
at the San Diego Tax Payers Association Ma}rors Forum.

COUNCILMEMBERS' COMMENTS
Councilmember McCann thanked all who participated in the Christmas in October and Beauti/y Chula
Vista events. He expressed gratitude to Mayor Salas for representing Chula Vista at the San Diego Tax
Payers Association Mayors Forum.
Depury Mayor Bensoussan announced the upcoming Ribbons and Shovels Awards event on October
22, 2015 at the Olympic Training Center Boathouse, and Ihe HowI-A-Ween chanty event (or the Animal
Care Facility which would be held on October 28, 2015.
Councilmember Aguilar thanked Mayor Sa/as (or representing her at the grand opening o/ Eye Glass
World in Village Walk along wifh Councilmember McCann. She a/so attended the ground-breaking
ceremony at fhe Sweetwater Desalinization Expansion Facility.
