Recommended Actlon: Council excuse the absence and accept the resignation. 3. 15-0505 RESOLUTION NO. 2015-225 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A TWO-PARTY AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND RECON ENVIRONMENTAL, INC., TO SERVE AS THE ROLLING HILLS RANCH PRESERVE STEWARD/BIOLOGIST ("AGREEMENT") AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT AND UP TO FOUR, ONE-YEAR EXTENSIONS TO THE AGREEMENT Recommended Action: Council adopt the resolution. 4. 15-0530 RESOLUTION NO. 2015-226 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING $479,000 FROM THE CALIFORNIA OFFICE OF TRAFFIC SAFETY AND APPROPRIATING $360,010 TO THE POLICE GRANT FUND FOR THE SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (4/5 VOTE REQUIRED) Recommended Action: Council adopt the resolution. 5. 15-0550 A. Approval of the Consent Calendar ACTION: A motion was made by Councilmember McCann, seconded by Deputy Mayor Bensoussan, to approve staffs recommendations on the above Consent Calendar items, headings read, text waived. PUBLIC COMMENTS The lollowing members of the public expressed concem regarding issues relafed to homelessness in Chula Vista and spoke in support of programs to address the issues: -Tino Martinez, Chula Visfa resident -RUdy Ramirez, Chula Vista resident -Todd Voorhees, Chula Vista resident Chuck Schrader, Chula Vista 2sident, spoke regarding current city landscaping and spoke in opposition to removing landscaping and leaving bare dirt. CITY MANAGER'S REPORTS Deputy City Manager Bacon sfated City Manager Halbert was attending the Cali/omia Amencan Planning Association Conference and would retum the following week. MAYOR'S REPORTS Mayor Sa/as stated she had attended the Legislafive Delegation in Washington D.C. last week. She also �eported she and Councilmember Miesen paRicipated in the Califomia League o( Cities meeting. Mayor Salas spoke of supporting the Chula Vista Fire(ghters in (ighting breast cancer by weanng pink on October 8, 2015. She also stated a lreshman o( Chula Vista High School, Giancarlo Gil, had contracted a flesh-eating bactena and had his right leg amputated, she menlioned a "Go Fund Me" account had be estab/ished to reise money for his surc�eries. Mayor Salas congratulated Assistant City Clerk Bigelow for being named "Assistant City Clerk of fhe Year" by the Southem Califomia City Clerk's Association. COUNCILMEMBERS' COMMENTS Councilmember Miesen commented on the Califomia League of Cifies meeting. He a/so mentioned that Beautify Chula Vista and Chnstmas in October would be held October 10, 2015. Deputy Mayor Bensoussan reported on the 25th Annual South County Economic Summit, and mentioned there was still sponso�ship opportunities available for the Ribbon and Shovels event October 22, 2015. Deputy Mayor Bensoussan stated there would be a Dog Coslume Pa�ty Contest "HOwI-A-Ween" event benefiting the Animal Care Facility at Savoie Resfauranf in Otay Ranch Town Centre on October 28, 2075. She a/so announced that the Norman Park Senior Center de%rred maintenance efforts would take place in February or March 2016. Councilmember McCann announced he had aftended a nbbon cu[fing ceremony for U.S. Karate Academy in Rolling Hills, and presented Mayor Salas with a 8/ack Belt /�om the Academy. Councilmember McCann commended Environmental Services Manager France and her team for all their effoRS with Beautify Chula Vista and mentioned the upcoming Chnstmas in October event He exp�essed concem 2garding the purchase o/ three grocery stores in Chula Vista by Haggen and that they would be cbsing. Councilmember McCann mentioned October being Breast Cancer Awareness month and that the Relay lor Life event would be held June 25, 2016 at Hillcrest Elementary Schoo/. City Attomey Googins announced that the Council would convene in closed session fo discuss the items listed below. He recommended that Councilmember Miesen recuse himseN /rom Item 8. Councilmembe�Miesen stated he would abstain from participating in discussion and voting on that item. At 6:32 p.m., the Council comened in Closed Session.
