There are several areas throuehout Chula Vista where residential street pazking is hiehly impacted, and residents cannot park in front of or near their o���n homes. We aze most familiaz���ith our o��m azea in the Collese Estates. across the street from Soutfivestem College. The 70% fa��orable ��ote on the interest sun�e}� conducted ti�ith several of the most highh� impacted blocks, mal:es it deaz that there needs to be a process and structure for residents to follo��� if an}� changes in pazkin2 is to be considered. The azea near Apache Street b�� the College is also impacted. In addition, at the last Safet}� Commission meeting, there N�as another Chula V ista resident from a different area ���ho ���as interested in permit parking for his neiehborhood. This email addresses agenda item #10 regarding Residential Permit Parking Districts in the City of Chula Vista. I live at as you probably already know we have serious traffic and parking problems on our street. The problems are caused by the Chula Vista Learning Community Charter School 590 K Street. Twice a day we have to deal with hurried parents dropping off and picking up their children. We also have to deal with the school's overflow parking all day long and sometimes into the evening when the school has a late event. In addition to safety concerns this creates the following problems for the residents and families in our neighborhood. 1. elocked driveways • Often times the people parking their vehicles will block our driveways, see attached for one example. i • The truck in the picture not only blocked the driveway they parked too far from the curb, this makes it diffitult for me to access or leave my driveway. 2. Moving of trashcans on trash collection days • On trash collection days it is very common to see these people move trash cans so they have a place to park. 3. Not being able to park in front of my home • After a long day of work I'd like to be able to park in front of my house, this is not the case on school days. 4. Property damage and trash thrown into our yards 5. Street is in disrepair • Some efforts have been made to patch holes but the condition of our street has been ignored while other less busy streets in the neighborhood have seen attention. I feel the quality of life on Beech Ave has suffered long enough dealing with nonresident and non- respectful parking on our street. Resident parking permits would improve our quality of life in the city I've called home for over 45 years. Getting the 50%approval from the residents should not be a problem. .We are all tired of dealing this problem. Thank you for taking the time to read this email and please approve this ordinance. College Estntes residents support this proposal. In the summer of 2015,a petition was circulated to 280 College Estates residents. Of the 88% thnt responded - 81% indicuted a need to estublish a RPPD to help control and eliminate the daily influx of SW College student parkers on our streets.
