City o/ChNa Ysb Page 3 City Council Meeting Minutes-Final September 22,2015 ACTION ITEMS 9. 15-0410 CONSIDERATION OF THE MAIN STREET STREETSCAPE MASTER PLAN FOR A THREE-MILE CORRIDOR BETWEEN INDUSTRIAL BOULEVARD AND INTERSTATE 805 (Continued item from 9/15/2015) RESOLUTION NO. 2015-224 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE MAIN STREET STREETSCAPE MASTER PLAN FOR A THREE-MILE CORRIDOR BETWEEN INDUSTRIAL BOULEVARD AND INTERSTATE 805 Councilmembers McCann and Miesen stated they would be abstaining from voting on /tem 9 due to potential pioperty-related conflicts o/interest. They both lefr the dais at 5:45 p.m. Landscape Architect Feiman and Principal Civil Engineer Rivera gave a presentation on the item. Ron Hidinger, Chula Vista resident, spoke in support o( stafi's recommendation. He also expressed concem regaNing the delay in expanding the wrndor befween Interstate 5 and Interstate 805. Lisa Cohen, rep2senting the Chula Vista Chamber o( Commerce, spoke in support of staffs recommendation and thanked stafl for meeting with the Chambe� and the business owners on Main Street. ACTION: A motion was made by Councilmember Aguilar, seconded by Deputy Mayor Bensoussan, that Resolution No. 2015-224 be approved, heading read, text waived.The motion carried by the following vote: Yes: 3- Aguilar, Bensoussan and Salas No: 0 Ahsfain: 2- McCann and Miesen Councilmembers McCann and Miesen retumed to the dais. Mayor Salas stated Item 10 would not be heard. Mayor Salas stafed Item 10 would not be heard. Marco Gonzalez, representing San Diego /or Open Govemment, spoke regarding Closed Session Item 10 and expressed concem regarding related expenses to the City. CITY MANAGER'S REPORTS City Manager HalbeR repoRed on his recenf attendance at the Smart Cifies Conference along with Economic Development Director Crockett. They gave a p�esentation on Smart City technologies for the Bayfront project City Manager Halbert stated he would not be present at the October 6, 2015 Council meeting due fo a ULI University of Development council meeting he would be attending. He stafed Deputy City Manager Bacon would be leading the Olympic Training Center eNort and woiking with the United States Otympic Committee. MAYOR'S REPORTS Mayor Sa/as expressed gratitude to Max and Les/ie Branscomb and all other organizers of the Bonitafest event at Bonita Vista High School. She also congratulated South Bay Community Services on ifs recent Change Their Lives gala. Mayor Salas reported on her recent attendance at the 50th anniversary o/ [he Vocal Music Department of Bonita Vista High School event She announced the upcoming Beautily CiryolChula Vsfa Page• City Couneil Meeting Minutes -Final September 22,2015 Chula Vista event on October 10, 2075. Ma}ror Salas also stated there would be communiry meetings �egarding the Otympic Training Center on September 24 and 28, 2075. She announced the Thi'd Avenue Village Association's upcoming event, Semana De Los Muertos in recognition of Day o/ the Dead. Ma}ror Salas 2cognized Mexican Independence Day which occurred on Sepfember 76, 7870. COUNCILMEMBERS' COMMENTS Deputy Ma}ror Bensoussan announced fhe upcoming Hispanic Heritage Month celebration and the Ribbons 8 Shovels Awartis evenf on Ocfober 22, 2075. Councilmember Miesen spoke 2garding the recent CoHee with a Councilmember event. He also announced that Economic Devebpment Director Crockett would be hosting a Small Business Workshop on September 23, 2075, and he spoke of the Chnstmas in Ocfober and Beauti7y Chula Vista evenfs which would be held on Octobe�f0, 2075. Councilmember Aguilar commended City Manager Halbert on his presentafion at the Smart Cities Conference, and stated Smart Cities would be discussed at the Third Thursday BreaMast in October. She recognized the success of fhe recent Harborfesf and announced fhat the Starlight Parade vrould be held on December 5, 2075. Councilmember Aguilar also discussed fhe homelessness issue that was outlined in the Union Tribune August 26, 2015. The San Diego Regional Task Force conducted a count o/ homeless people and where they slept at night. There was consensus o7 the council to place an item on the October 73th agenda /or discussion and possib/e direction to staff fo begin to address issues related to homelessness. Councilmember McCann expressed grafitude fo all who attended Bonitafest and commended the Music Drema Departmenf on its SOth anniversary. He cong2tulated Reina Bolles /or being named Ms. Senio� Califomia and stafed she would be participating in the Ms. United States Senior compefition. He also spoke regarcling the upcoming Beautily Chula Vista and Christmas in October, which would be held on Octobe� 70, 2075. He congretulated the owner of Auctions in Motion fo� the business's 2cent opening in Chula Vista.
