HomeMy WebLinkAboutReso 2015-240 RESOLUTION ?�'O. 201 i-240 RESOLUTION OF THE CITl' COLT?�'CIL OF THE CITY OF CHULA V'ISTA OPPOSII�'G THE CITl' OF S.A?v DIEGO'S UNITARY RATE ALTERI�'ATIVE FOR REC1'CLED R%ATER SERVICE II�' FAVOR OF A ZONAL RATE �'HEREAS. the Citv of Chula V'ista is a member of the n4etropolitan �l�aste���ater Joint Powers .Authorit�� and has been ��en� acti��e in promotion and use of reciaimed ��ater for manv �ears: and WHEREAS, the Cit}� of Chula is a leader amons municipalities �+-orking to�i�ards sustainable and resilient policies and practices; and �1%HEREAS; the Cit�� of Chula Vista is a stron� proponent for the Cit�� of San Diego's Pure Water Program ��hich ��ill veat �vastewater for potable reuse; and WHEREAS_ the Cin� of Chula Vista supports an equitable distribution of costs for all participants in N�ater reclamation programs; and WHEREAS, the Citv of San Dieso (`San Die_o") has provided Public Notice of two altemati��e rate structures beine considered for the Ota�� Water District for the purchase of rec��cled �ti�ater from San Dieeo's South Ba�� Rec��cled N'ater Reclamation Plant: and 1VHEREAS. as a customer of the Ota}� Water District. the Cin• of Chula Vista purchases rec��ded water H�hich it uses to irrieate pazks. common areas, and open space in the cit.: and R%HEREAS, San Diego's proposed unitary rate structure would inequitabl�� charse $1? million in annual costs mostl}� to Chula Vista`s recvcled and potable water customers, in effect; tal:ine monev from Chula Vista rate-pa}�ers to support San Diego`s \'onh City's distribution svstem. totaline $7.2 million o��er sis vears: and WHEREAS, San Dieeo's South Bay Rec��cled VJater Reclamation Plant is completely sepazate from its treatment plant sen�ing the North Citv, and San Die�o has virtualh no distribution svstem in the South Ba��: and � Vl'�IEREAS, the unitan� rate strucrure proposed by San Diego attempts to combine the costs of n��o separately-o���ned s}�stems into one rate. ���hich violates a basic tenet of rate settine and is not equitable because it would ha��e Chula Vista customers pa��in� for the costs of a Nonh Citv svstem the�� do not use: and WHEREAS. the rate charaed to the I�iorth should not to be linl:ed to �vhat is charaed in the South: and � Resolution No. 201�-240 Paee No. 2 WHEREAS, the current rate for recyded water provided by the San Diego South plant to Otay Water is $0.80 hcf. and the proposed unitazy rate would increase over 2l 6% to the rate for recycled water to $1.73 hcf and N�ould be an inequitable rate; and WHEREAS, the Cost of Service Study dated Au�ust 5, 2015, prepared by San Diego also considers a zonal rate of $1.17 hcf for the South Bay that does not include the North City water distribution costs and therefore, would be a more equitable rate to charge Otay Water District; and WHEREAS. the zonal rate would increase the current rate of recycled water from $.80 hcf to $1.17 hcf which represents a substantial increase of 147% to San Diego and would be an equitable increase for the cost of producing recyded water at San Diegds South Bay Treatment Plant based upon the San Diego Cost of Service Study; and WHEREAS, a more equitable rate strucCUre is a zonal rate that is based on cost-of- service. NOW, THEREFORE; BE IT RESOLVED by the City Council of the Cit�� of Chula Vista as fol]oH�s: ]. On behalf of the people of Chula Vista the City Council does hereby oppose the City of San Diegds proposed unitary rate structure for recycled water customers in the South Bay. 2. The Citv Council urges the City of San Diego instead to suppoR a zonal rate swcmre, based on the cost of providing recycled water service to the South Bay. Presented bv Approved as to form by .
