CONSENT CALENDAR (Items 1 - 8) Item 8 was removed imm the Consent Calendar at the request of a member of the public. Mayor Sa/as announced Item 9 would be continued to the meefing of Sepfember 22, 2015. Councilmember McCann stated he would abstain irom voting on Item 3 due to a pofential property-related conflict of interest. 1. 15-0507 APPROVAL OF MINUTES of July 28, August 11, and August 18, 2015. Recommended Action:Council approve the minutes. RESOLUTION NO. 2015-216 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE REVISED FISCAL YEAR 2015-2016 COMPENSATION SCHEDULE AS REQUIRED BY CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5 Steven Pavka, Chula Visfa resident, spoke in opposition to staffs recommendation on Ifem 8. He spoke in support of eliminating fees, such as vehicle towing fees. Deputy Cfty Manager Bacon provided information regarding the process for calculating pay raises for elected o�cials. The following members of the public exp2ssed concem regarding issues ielated to home/essness: -Maria Panagua, Chula Vista resident -Janet Wessel, Chula Vista 2sident Jennifer Maldonado, representing the ORce o/ Congressman Vargas, announced an upcoming Veterans event. MAYOR'S REPORTS Ma}ror Salas fhanked Deputy Ma}ror Bensoussan to� attending the recent Soufh Bay Pnde Festival and also an event celeb2fing the complefion o/ the MTS and SANDAG Tiolley Renewal Project at the E Streef frolley stafion. She a/so spoke regarding the new South Bay Power Plant monument. Ma}ror Salas oflered condolences(o the family of Anthony Hofer. Mayor Salas 2cognized fhe 74tb anniversary o! the 9/77 terronst attack and paid tnbute to the police oKcers, firefighters,and citizens who responded. He spoke regarding the South Bay Power Plant monument and upcoming Bayfront development. He also spoke in supporl o/ staH planning for the maintenance and 2placement of adequate Fire apparatus and vehicles. Mayor Salas stafed [he topic was under consideration as part o�the Fire Master Plan. . Deputy Mayor Bensoussan spoke rega�ding the recent Pnde Festival. She encouraged residenls to atfend the upcoming public ineeting on the status of the Olympic T�aining Center. Mayor Salas congratulated Deputy Mayor Bensoussan on the success of the 2cent HarboAest event. At fhe request o/ Councilmembei Miesen, there was consensus of fhe Council to add an item to the nezt agenda regarding the proposed water rate increase in the Otay Wate�DisMct. CLOSED SESSION City Attorney Googins stated[hat Ifem 10 would be confinued to a future date. 10. 15-0515 CONFERENCE WITH LEGAL COUNSEL REGARDING EXISTING LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9 (a) Name of case: City of Chula Vista, et al. v.
