2015 STRATEGIC PLAN ACCOMPLISHMENTS
In2013theCitypreparedaStrategicPlan.OneofthekeyprovisionsoftheStrategicPlanisforthe
CityCounciltoreviewprogresstowardestablishedgoalsandprovidefeedbackonanannualbasis.
Thisreviewwillincludeanupdateonaccomplishmentsandperformance,aswellastheopportunity
to revisit the Goals, Strategies and Initiatives prior to the upcoming budget cycle.
RECOMMENDED ACTION
Council hear the report and provide feedback.
SUMMARY
In2013theCitypreparedaStrategicPlan.OneofthekeyprovisionsoftheStrategicPlanisforthe
CityCounciltoreviewprogresstowardestablishedgoalsandprovidefeedbackonanannualbasis.
Thisreviewwillincludeanupdateonaccomplishmentsandperformance,aswellastheopportunity
to revisit the Goals, Strategies and Initiatives prior to the upcoming budget cycle.
ENVIRONMENTAL REVIEW
TheDevelopmentServicesDirectorhasreviewedtheproposedactivityforcompliancewiththe
CaliforniaEnvironmentalQualityAct(CEQA)andhasdeterminedthattheactivityisnota“Project”as
definedunderSection15378oftheStateCEQAGuidelinesbecauseitinvolvesagovernmental
administrativeactivitythatwillnotresultindirectorindirectphysicalchangestotheenvironment.
Therefore,pursuanttoSection15060(c)(3)oftheStateCEQAGuidelinestheactivityisnotsubjectto
CEQA. Thus, no environmental review is required.

DISCUSSION
TheCityofChulaVistaisimplementingtheStrategicPlanasapartofanintegratedsystem.This
planningandanalysissystemwillbeconductedinanannualcyclethatencouragesfocused,
meaningfulservicedeliverytobenefitallofChulaVista.Itisacomprehensiveframeworkthat
ensures:prioritiessetbytheCityCouncilareclear,thegoalsestablishedareresponsivetopriorities,
objectivesareachievedthatmeetthesegoals,andperformanceismonitoredtoensurethatourCity
government is accountable to meeting the needs of the community.
ThegoalscontainedwithintheCityofChulaVistaStrategicPlanareaconsolidationofthosestated
byCityCouncils,boardsandcommissions,andthepublicovertime.Thefiveover-archinggoalsare
collectively what constitute the Quality of Life in Chula Vista:

in initiatives and recommendations for resource allocations.
Atthistime,weaskforyourreviewoflastfiscalyear’sperformance,andtoprovideinputonpriorities
for the upcoming fiscal year (2016/2017).

Staffhasreviewedthedecisioncontemplatedbythisactionandhasdeterminedthatitisnotsite
specificandconsequently,the500-footrulefoundinCaliforniaCodeofRegulationssection18705.2
(a)(11),isnotapplicabletothisdecision.Staffisnotindependentlyaware,andhasnotbeen
informedbyanyCityCouncilmember,ofanyotherfactthatmayconstituteabasisforadecision
maker conflict of interest in this matter.
