Plannxne Commission Winutes REGULAR MEETING OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA August 26, 2015 Council Chambers 6:00 p.m. 276 Fourth Avenue, Chula Vista, CA CALL TO ORDER At 6:02 p.m. ROLL CALL: Present: Commissioners Anaya, Fragomeno, Gutierrez, Livag, Nava and Chair Calvo Absent: Commissioner Fuentes MOTION TO EXCUSE PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE OPENING STATEMENT: Read by Vice -Chair Livag 1. Approval of Minutes July 8, 2015 Motion to Approve made by Anaya; Seconded by Motion passed 6 -0 -1 -0 (Commissioner Fuentes absent) 2. Selection of Chair for Fiscal Year 2015/2016 Commissioner Nava nominated Yolanda Calvo, who accepted Vice -Chair for Fiscal Year 2015 -2016 Commissioner Gutierrez nominated Mary Livag, who accepted PUBLIC COMMENTS There were none. PUBLIC HEARING A) DRC 15 -05; Design Review consideration of a mixed use project with three (3) detached, three -story buildings totaling 118,678 square -feet, consisting of eighty (80) condominium units for individual ownership with open parking, recreation area, associated open space, and 1,405 square -feet of commercial tenant space on approximately 2.49 acres located at 986 Broadway. Applicant: Niki Properties, LLC B) PCS 15 -02 Villa Del Oro Mixed Use Consideration of a Tentative Subdivision Map to subdivide a 2.49 acre site into eighty (80) condominium units for individual ownership located at 986 Broadway. Applicant: Niki Properties, LLC Project Manager: Caroline Young Staff Recommendation: That the Planning Commission adopt Resolution DRC -15 -05 and Resolution PCS -15 -02 for the development of a mixed -use project with 80 condominium units for individual ownership, and 1,978 square footage of commercial tenant space, based on the findings and subject to the conditions contained therein. On March 5, 2015, the Applicant submitted a Design Review and Tentative Subdivision Map application for approval of the noted mixed -use project. The proposed project will add a desired amenity of providing a commercial use in close proximity to residential units on the same lot, while providing opportunities for individual ownership for the condominium units. An existing restaurant is currently located on a portion of the site, (which will be removed as part of this project), while the remainder of the parcel is vacant. Associate Planner Caroline Young gave a presentation showing graphics of building design, elevations, architecture and landscaping features. A materials board was passed to the Commission. Planning Commission Minutes August 26, 2015 P a g c I3 Commissioners' Questions To Staff Concerns of the Commission included: a Density of residential to commercial Density is set by zoning —the mixed use zoning standards were used Relocation of the current business The business is not going into the new commercial space. The owner envisions something similar to a Starbucks being added to the commercial space. Was there adequate noticing and did the City receive any comments Notice was published in the Star News and was sent in English and Spanish. We do not know of any comments from the public. Commercial signing The signage is dictated as a condition in the Resolution Public Hearing Opened The Commission had questions /concerns for the Applicant and Architect to include: Wall texture and color scheme — concerned about graffiti Exterior walls will be coated with an anti - graffiti coating to 9 feet and there is a secure perimeter. ® Are the units for sale or lease? Lease Is there any Affordable Housing? This project is not obligated or required to have Affordable Housing ® Is there a tract map in case they turn to "for sale" units later? One is currently being prepared . Where is the closest bus stop (public transportation) Directly in front of the units ® Is there concern with loitering (perhaps from coffee house customers) due to the 2' wall at the corner? What is the purpose of making it 2 feet high? The 2' wall is a raised planter to dispose of storm water run -off from the roofs. Planning Commission Minutes August 26, 2015 Page 14 ■ Is the Applicant aware that there may be bike lanes put along Broadway? Public Hearing Closed Commissioners' Deliberations Anaya: Dislikes the closing of an existing business and doesn't think it is really a "mixed -use project ". However, having new investments on the west side overrides his concerns. Livag: Thinks it's a great project and with a lot of other commercial buildings around it, doesn't think it's a problem. He is concerned that, if there are too many other projects like this going forward, it would set an unwanted trend. ACTION: Motion to approve made by Commissioner Anaya Seconded by Commissioner Livag Motion passed: 6-0 -1 -0 with Fuentes absent OTHER BUSINESS 4. DIRECTOR'S COMMENTS Ed Batchelder gave the Commissioners an update on the following: a) The Main Street Streetscape Master Plan b) Healthy Communities to Planning Commission on Sept. 9th c) East Lake Golf Course cell tower scheduled for Oct. 14th d) Parks Master Plan to go to P &R Commission in the fall e) Home Fed acquisitions — Otay Ranch Villages 3, SE and 10 f) Millenia Phase II grading under review 1) Commercial center SR125 & Birch 2) Hotel to the immediate south 3) Trammel Crow Mixed Use project to the east g) Design Review starting for project at Third & K Streets h) Fourth Avenue Target remodel — Administrative Review complete 1) Will have 4 suites 2) 2 free standing restaurant pads (not fast food) 3) Plaza at the south -east corner across from Eucalyptus Park rd i) Nothing on calendar for meeting of September 23 Planning Commission Minutes August 26, 2015 Page 15 5. COMMISSIONERS' /BOARD MEMBERS' COMMENTS Commissioner Gutierrez asked about the closing of Hagen's Has a fear that the higher union paid jobs will be lost to something like a 99C store. Ed Batchelder to rely concerns to Eric Crockett, Economic Development Chair Calvo asked about the latest on the Sudberry Property at Village Walk Ed Batchelder: Staff looked at the last Planning Commission overall approval of the original project. Found the original allowances for square- footage and parking and CVS would need a substantial increase in square- footage allowance from the original amounts to build as proposed. CVS is considering whether it wants to decrease the size of the building to build there.
