W�f-IEREAS, on April 6; 2012, S.ANDAG issued a Call for Projects from localjurisdictions in
San Diego Counn<<rishing to apply for the Acti��e Transportation Fundine(AT Funding) for use on
plannins projects meetino cenain criteria. The Cit�� of Chula V'ista successfulh• applied for AT
Fundine for the preparation of the A1ain Street Streetscape Master Plan(Plan)and received a notice
to proceed from SA\DAG on March 28, 2013; and
V�'HEREAS, the Project is located in the south���est area of the City of Chula Vista and
e�tends alone a three-mile corridor of?�4ain Street bet�veen Industrial Boule�ard and Interstate 80�
and connects north and south alone neiehboring streets inc]uding Broadwa��, Fourth.Avenue. Third
A�enue.Albanv Avenue. Mace Street. and other streets connectino to neazb�°recreational acti��ities
and facilities: and
�k1IEREAS. the eoal of the Project is to develop a Streetscape Master Plan for a"Complete
Streer`: A balanced, connected, safe; and convenient transportation nen��ork designed to ser��e all
users, regardless of their age or abilin�. that ��°ill also pro��ide multi-modal access (��ia w�alkine.
bil:ine, and transit)to neazb��recreational acti��ities and facilities, such as,the Ota���'alle�•Regional
Pazk. Schools. Parks. South Libran�. and Otav Recreation Center: and
V�'HEREAS. pursuant to the Cit��'s Purchasine Ordinance, the City retained KTURA
Landscape Architects to create the Conceptual Design and develop the Streetscape Master Plan,and
Linscott; Law; & Greenspan En�ineers (LLG) for the preparation of a Transportation En�ineerin�
Stud� for the Conceptual Desien in order to determine optimal intersection and mid-block treatments
for inclusion in the Master Plan: and
WHEREAS; the Cit�� and Desi�n Team Cit�� initiated ���ork on the Project b�� conductins
community workshops to �ather input from the area's stakeholders and to de��elop a needs
assessment to euide the desien of[he A9aster Plan. Residents, propem�and business o��ners�+�ithin a
]00-foot buffer were invited to participate in four community���orkshops held at the Otav Recreation
Center and at the Oranee Library. In addition, a questionnaire �ti�as mailed to obtain input from
residents. and flvers were posted at the Oran�e Libran�. the Otav Recreation Center,and businesses
adjacent ro Main Street and
WHEREAS.the A9ain Street Streetscape Alaster Plan encouraees acti��e transportation and as
such,proposes improvements needed to pro��ide a more complete circulation s��stem for pedestrians:
bicvclists.and automobile traffic. The Plan presents a balanced transportation svstem that improves
pedestrian safety. alerts drivers to share the road with bic��dists. connects �4ain Street to the
Reeional bicvcle nehvork,and impro��es exposure for local businesses and destinations throueh the
comprzhensi��e �+�a��-findino proeram; and

��'HEREAS, the Derelopment Senices Director has reviewed the proposed project for
compliance ��ith the Califomia Environmental Qualit�� Act (CEQA) and has determined that tbe
project qualifies for a Class 1 categorical exemption pursuant to Section 15301(c) (Existing
highways and streets_ sidewalks, Qutters, bicycle and pedestrian trails; and similar facilities for the
purpose of impro��ina public safery)of the State CEQA Guidelines. Thus,no further en��ironmental
re��iew is necessarv: and
R'HEREAS,on May 6, 201�,the Chula V ista Safety Commission recommended adoption of
tl�e I�9ain Street Streetscape Master Plan b�� Cin� Council (5-0-1 Na��arro absent).
NOW, THEREFORE, BE IT RESOLVED by the Cit�� Council of the City of Chula Vista
that it approves the Main Street Sveetscape Master Plan for a three-mile corridor between Industrial
Boule�-ard and Interstate 80�, in the form presented. with such minor modifications as may be
required, a cop}� of�vhich shall be kept on file in the Development Services Department, and
authorizes and directs the Cirv Manaser or desienee to eaecute same.
