RESOLUTION OF THE C[T1' COUI�'CIL OF THE CITY OF

DVA4 FOR RELIEF VETERINARY SERVICES AT THE
CHULA VISTA ANIMAL CARE FACILITY A�A'D
.AUTHORIZIi�G THE CITY MANAGER TO E�ECUTE THE
AGREEMEI�'T AI�'D UP TO THREE ONE-l'�AR EXTENSIOI�S
WHEREAS, the Cit�� o��ms and operates the Chula Vista Animal Care Facilit��, a
municipal animal care facilit�� (`the Facility") that serves the cities of Chula Vista, Imperial
Beach. National Citv and Lemon Gro��e: and
WHEREAS. the Facility requires on-site ��eterinarv senices. ���hich include checking
animals for signs of disease/injun�, providine or supenisine treatment for sicl:linjured animals,
adhering to current medica] protocols and ensurine that staff is informed of and actins in
accordance �ti�ith such protocols, performing medical procedures requiring sedation performine
general sursen� as needed, and performing spa}�/neuter sureeries; and
�i'HEREAS, Dr. Lance J. Gibson, DVA4 has provided these services in a satisfacton�
manner since 2013. ensurine full ��eterinar�� co��erase at the Facilit.�: and
Vl'HEREAS_ the City Manager appro�ed a sen�ice contract for Dr. Gibson to cover
Januarv 2015 to Januarv 2017, �vith up to three, one-vear administrative extensions a��ailable.
Sole-source appro��al-is needed because the [otal amount of the con[ract N�ill exceed �100,000:
and
VdHEREAS. since 2013 Dr. Gibson has been part of a ��eterinan� team that enables the
Citv to meet a standard of caze deemed necessarv bv Countv shelters and the Facilitv. as well as
to provide sen�ices in accordance ���ith State and Federal Drue Enforcement Agency regulations
related to the caze and treatment of animals: and �
WHEREAS; shelter medicine is a unique area of ��eterinan� medicine, due in pan to a
high volume oF spa}�-neuter sureeries. ���hich are required for all shelter animals adopted in
California: and
WHEREAS, Dr. Gibson has unique ���orl:ing l:nowledge and performance capabilities of
the Facilit��`s procedures; policies, and staff as a result of her «ork «ith the City that H�ould be
difficultto replace; and
�1'HEREAS, in accordance �t�ith Chula Vista I�4unicipal Code y2.�6.070. competiti��e
biddino requirements/sole source, Dr. Gibson is selected to continue to provide relief veterinary
sen�ices at the Facilitv based on her e�perience and demonstrated satisfacton� performance
capabilities in the unique practice area of shelter veterinar�� care and high-��olume spa��/neuter
sureeries: and

WHEREAS, Dr. Gibson has agreed to provide relief veterinary services at the Facility
under a two-year Agreement that may be administratively extended up to three additional one-
year terms, at a daih� or weekly rate not to exceed $29,500.00 per Fiscal Year, according to a
work schedule agreeable to both parties; and
WHEREAS, these funds are budgeted in the Facility's Fiscal Year 201�/2016 budget and
an�� future allocations ��ill be considered as part of the annual budget process.
NOA', THEREFORE, BE IT RESOLVED by the City Council of the Cit}� of Chula
Vista, that it hereby N�aives the competitive bidding requirement in CVMC §2.56.070 as applied
to the Agreement bet��een The Cit�� of Chula Vista and Dr. Lance J. Gibson, DVM For Relief
Veterinary Services at the Chula Vista Animal Care Facility. because the City's interests would
be better sen�ed and because Dr. Gibson since 2013 has demonstrated satisfactory performance
capabilities in the unique practice area of shelter veterinary care and hioh-volume spay/neuter
sur�eries; and
BE IT FURTHER RESOLVED that the City Council hereby approves a two-year
Agreement between The City of Chula Vista and Dr. Lance J. Gibson, DVM For Relief
Veterinary Services at the Chula Vista Animal Care Facility, in the form presented, with such
minor modifications as may be required or approved by the City Attorney, a copy of which shall
be kept on file in the Office of the City Clerk, and authorizes and directs the City Manager to
execute the same and up to three one-year extensions of the Agreement.
