AI�'D AUTHORIZII�G THE CITY Mr1NAGER TO E?{ECUTE THE AGREEI�4E\'T AND UP TO THREE ONE-l'EAR EXTENSIONS WHEREAS. the Citv o��ns and operates the Chula Vista Animal Caze Facilin�, a municipal animal care facilit�• (`the Facilitd`) that serves the cities of Chula Vista, Imperial Beach. I�'ational Citv and Lemon Grove: and WHEREAS, the Facilim requires on-site veterinar�� sen�ices, �vhich include checkine animals for sians of disease/injury, pro��iding or supervising treatment for siclJinjured animals, adherine to current medical protocols and ensurine that staff is informed of and acting in accordance N�ith such protocols, performing medical procedures requirine sedation; performing general surgery as needed. and performine spa��/neuter surgeries; and WHEREAS. Dr. Dorothv Davidson-York; DVM MPVM has pro��ided these services on a relief basis in a satisfacton� manner since 2009. ensuring full ��eterinan� co��erage at the Facilit}; and V�'HEREAS, the City Council most recentl�� appro��ed Dr. York's contract to pro��ide relief vetednary sen ices on April 16. 2013 in Resolution No. 2013-0»; and WHEREAS, the Cit�� Manager approved a service contract for Dr. York for June 30, 201� to June 30. 2018. �a�ith three. one-�-ear administrative extensions available. Sole-source approval is needed because the total amount of the contract ���ill exceed �100,000; and W'HEREAS. since 2009 Dr. York has been part of a ��eterinan� team that enables the Citv to meet a standard of care deemed necessan� b�� Count�= shelters and the Facilitv, as ���ell as to provide ser��ices in accordance a�ith State and Federal Drug Enforcement Agency regulations related to the care and treatment of animals: and \��HERE.AS, shelter medicine is a unique azea of veterinan� medicine, due in part to a hieh volume of spa}�-neuter sureeries, ���hich are required for all shelter animals adopted in Califomia: and Resolution No. 201�-18� Page No. 2 WHEREAS, Dr. York has unique working knowledge and performance capabilities of the Facility's procedures, policies, and staff as a result of her work with the City that would be di�cult to replace; and WHEREAS, in accordance with Chula Vista Municipal Code §2.56.070, competitive bidding requirements/sole source; Dr. York is selected to continue to provide relief veterinary services at the Facility based on her experience and demonstrated satisfactory performance capabilities in the unique practice area of shelter veterinary care and high-volume spay/neuter sureeries: and WHEREAS, Dr. York has agreed to provide relief veterinary services at the Facility under a three-��ear Aereement that may be administratively extended up to three additional one- year terms. at a dailv or weekly rate not to exceed $79,500 per Fiscal Year, according to a work schedule agreeable to both parties; and WHEREAS, these funds are budgeted in the Facility's Fiscal Year 2015/2016 budget and any future allocations will be considered as part of the annua] budget process. NOW, THEREFORE, BE IT RESOLVED by the City Couneil of the City of Chula Vista, that it hereby ��aives the competitive bidding requiremeut in CVMC §2.56.070 as applied to the Agreement between The City of Chula Vista and Dr. Dorothy Davidson-York, DVM MPVM For Relief Veterinary Services at the Chula Vista Animal Care Facility and the Chula Vista Animal Caze Facility "Spay Shuttle and Adoption Module ' bus, because the City`s interests would be better served and because Dr. York since 2009 has demonstrated satisfactory performance capabilities in the unique practice area of shelter veterinary care and high-volume spay/neuter surgeries, and BE IT FURTHER RESOLVED that the City Council hereby approves a three-year Agreement between The City of Chula Vista and Dr. Dorothy Davidson-York. DVM MPVM For Relief Veterinary Services at the Chula Vista Animal Care Facility and the Chula Vista Animal Care Facilit}� "Spay Shuttle and Adoption Module ' bus, in the form presented, with such minor modifications as mav be required or approved by the City Attomey, a copy of which shal] be kept on file in the Office of the City Clerk, and authorizes and directs the City Manager to execute the same and up to three one-year extensions of the Agreement.
