PUBLIC COMMENTS The /ollowing members of the public expressed concem regarding the condition of intrashucture, graffiti, and safety in west Chula Vista: -Jessica Cobain, representing Alliance for Califomians for Community Empowerment(ACCE) -Jose Lopez, Chula Visfa resident - -Margie Cordero, Chula Visfa rasident -Ben Flores, Chula Vista resident -Paola Martinez-Montes, 2presenting ACCE Mayor Salas re/ened the concems expressed by the above speakers to City Manager Halbert. The following members of the public spoke regarding maintaining benefits and cosf of living increases for City emp/oyees: -Donna Davis, City of Chula Vista employee -Jeanie Balderas, City o/Chula Vista employee -Kim Vander Bie, City of Chula Vista employee - David Garcias, President, representing SEN local 221, and also spoke in support of investing in the west side of Chula Vista ACTION ITEMS 16. 15-0441 A. SMART CITIES PRESENTATION B. RESOLUTION NO. 2015-210 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AN AGREEMENT TO PROVIDE ENERGY TECHNOLOGY AND SUSTAINABLE BUILDING CONSTRUCTION AND DESIGN ANALYSIS SERVICES FOR THE BAYFRONT PROJECT BETWEEN THE CITY AND BLACK AND VEATCH CORPORATION AND AUTHORIZING THE CITY MANAGER TO EXERCISE TWO ONE-YEAR OPTIONS TO EXTEND THE AGREEMENT AND APPROPRIATING FUNDS THEREFOR (4/5 VOTE REQUIRED) Mayor Sa/as stafed she had a potential property-related conflict of inferest on Item 768 and would absfain from vofing and participation in that portion of the ifem. City Manager HalbeR provided information on the SmaR Cities program and related initiatives. MAYOR'S REPORTS Mayo� Salas wished the Sweehvater Valley Little League good luck in the upcoming Little League World Senes game. She reported on her atlendance at fhe opening of the Castle Park Middle School tarmers market and career night at Castle Park High School. Ma}ro� Salas recognized the Fire Department empbyees who were deployed to assist in fighting Califomia fires. She also announced the 95th anniversary of women's nght to vofe. COUNCILMEMBERS' COMMENTS Deputy Ma}ror Bensoussan announced the upcoming Ribbons and Shovels awards deadline. Ma/lceting and Communications Manager Steinberger provided infonnation on applying for the program. Deputy Ma}ror Bensoussan also announced the Hartorfest event on August 22, 2075. Councilmember Miesen recognized Tino Martinez and the Soufhwest Chula Vista Civic Association tor its antiy2ffiti program. He also recognized Deputy Mayor Bensoussan and City stafl !o� their eNoRs related to fhe HarboAest evenfs. Councilmember McCann recognized Deputy City Manager Kachadoonan and Finance & Purchasing Manager Bilby for their initiative in proposing the refinancing of the community facilities districts, resulfing in significant savings to the City. He iecognized participants in the recent community clean up event in Rolling Hills Rancb. Councilmembe� McCann wished Sweehvater Valley Little League luck in the upcoming Little League WoAd Senes. City Attomey Googins announced that the Council would convene in closed session to discuss the items listed below. He 2commended that Ma}ror Salas �ecuse hersell from Items 17 and 79. Ma}ro� Salas stated she would abstain from paRicipating in discussion and voting on those items. At 7:79 p.m., lhe Council convened in Closed Session.
