ZO1� .ACTIONS O?�' THE CITY OF CHULA VISTA LOCAL COASTAL PROGRAM AND ACCEPTIivG AND [t�'CORPORATIIVG OI�'E A40D1FICATION TO EhIIIBIT 8a OF THE L.a�TD USE PLAN W'HEREAS. the Cin� of Chula \'ista (Cit��) and the San Dieeo Unified Port District (Pon District). in a collaborati��e effort ��ith the communit�- beean n-orl:ing on a comprehensi�e Chula Vista Bavfront Master Plan in 2002: and � �'HEREAS. the azea of land; which is the subject of this Resolution is diagrammaticalh� represented in Exhibit A attached hereto and incorporated herein b�� this reference. and for the purpose of�eneral description is the Chula Vista Ba}�front generall}� located ��es[ of Interstate �, south of the S�+�eerivater Marsh. east of the San Dieso Bav. and north of Palomar Street. includine two territon islands one aenerallv located south of State Route �4 bet�veen Broad�ra�� and Fifrh A��enue. and the other �eneralh� located on the �ti�est end of Fai��re Street: and �4'HEREAS. the Cirv of Chula Vista prepared minor modifications to the Local Coastal Proeram, comprising the Land Use Plan and Specific Plan, for submittal to the Califomia Coastal Commission for consideration: and R'HEREAS. the City Council adopted Resolution I�'o. 2014-1�0 on Jul�- 22. 2014 appro��ine_ on conditions. the Land Use Plan modifications. and mal:ing certain findings ��ith reQard thereto. and directina the Citv Manaeer to submit said Local Coastal Proeram modifications. includins the Land Use Plan to the Califomia Coastal Commission for consideration: and �b'HEREAS, the City Manaeer subsequently submitted the Chula Vista Local Coastal Pro�ram modifications to the Califomia Coastal Commission for revie��, public hearins and action: and l�'HEREAS. on March 1 l. 201�. the Califomia Coastal Commission re��ie�ved the Local Coastal Program modifications (LCP-6-CIN-14-082�-1), held a public hearine. and approved the Local Coastal Program modifications �i�ith one suegested modification to the Land Use Plan. attached hereto as E�hibit B: and �1'HEREAS. the suaeested modification re��ises LUP E�hibit 8a to estend the vie«� comdor to the area ne�t to the ne«�h� designated building footprint on Parcel 2-h as sho��n in Eshibit B of this Resolution: and Resolution No. 201�-197 Paee No. 2 WHEREAS, the Califomia Coastal Commission subsequently forwarded a copy of its resolution of certification, includin� the suggested modification to the to the Land Use Plan, to the City Council; and W13EREAS, the City Council acknowledges receipt of the Califomia Coastal Commission resolution of certification, induding the suggested modification to the Land Use Plan; and WHEREAS, the City Council of the City of Chula Vista reviewed the California Coastal Commission's suggested modification to the Land Use Plan and determined that it is acceptable. I. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does herebv find and determine as follows: A. ENVIRONMENTAL DETERMINATION The proposed modifications to the LCP have been reviewed for compliance with the Califomia Em�ironmental Quality Act (CEQA) and the City Council has determined that the project has been covered in previously adopted Environmental Impact Report UPD#83356-EIR-65B/SCH#2005081077. The City Counci] has further determined that only minor technical changes or additions to this document are necessary and that none of the conditions described in Section 15162 of the State CLQA Guidelines calling for the preparation of a subsequent document have occurred; therefore, the City Council has adopted an Addendum to Environmental Impact Report UPD# 833�6-EIR- 6�B/SCH#2005081077 in accordance with Section 15164 of the State CEQA Guidelines. B. CONSISTENCY WITH GGNERAL PLAN AND CALIFORNIA COASTAL ACT The City Council finds that the modification to the Local Coastal Program Land Use Plan, i�cluding the Califomia Coastal Commission sug�ested modification thereto, are consistent with the City of Chula Vista General Plan and the California Coastal Act Policies. The proposed suggested modification is based on sound planning principles and practices that will provide for the protection and conservation of sensitive natural resources. The revision to Eahibit 8a is intended to extend the view corridor in the area between the t�+�o future buildings on Parcel 2-h. This is necessary because the addition of a building footprint and strucmre at the north-end of Parcel 2-h could potentially affect views of the bay from the east side of the parcels. The suggested view corridor would create a 70' to 95' setback between buildings, preserving bay views from Bay Boulevard and Interstate 5 freeway. The inclusion of the suggested view corridor will contribute to provide and conserve bay views and provide more direct access ro the Bayfront creating better connection to the rest of the city and the region. This will open up the Bayfront for the enjo��ment of residents and visitors. The suggested modification will be conducive to the development of the Bayfront and the creation of a H�orid-class destination for residents and ��isitors. Resolution No. 201�-197 Paee No. 3 C.
