OF THE CITY OF CHULA VISTA
July 13, 2015
5:00 PM
A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to
order at 5:05 pm in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Coleman, Mora, Rahimzadeh, Romo (arrived at 5:06 pm), Valen,
Sedgwick and Chair Kappes
ABSENT: none
MOTION TO EXCUSE: Commissioner Rahimzadeh moved to excuse Commissioners
Sedgwick and Romo from the meeting on June 8, 2015. The motion was seconded by
Commissioner Mora and was carried by the following vote:
Yes — 6 Coleman, Mora, Rahimzadeh, Sedgwick, Valen and Kappes
No -0
STAFF PRESENT: Environmental Services Manager France, Admin Services Manager
Beamon, Conservation Specialist Downs and Sr. Secretary Lindsey
APPROVAL OF MINUTES: Commissioner Valen moved to approve the minutes of the regular
meeting on June 8, 2015 as written. The motion was seconded by Commissioner Rahimzadeh and it
was carried by the following vote:
Yes — 6 Coleman, Mora, Rahimzadeh, Sedgwick, Valen and Kappes
No -0
Commissioner Romo arrived.
PUBLIC COMMENTS: none
INFORMATION ITEMS
1. Conservation Specialist Cory Downs, presented information to update the commission on
the City's Climate Actin Plan (CAP). He also talked about the SEEC (Statewide Energy
Efficiency Collaborative) Forum he attended in Sacramento in June.
ACTION ITEMS
1. Elect Chair and Vice Chair: CVMC 2.25.180 Operations — Election of chair and vice chair.
After discussion among the commissioners, Commissioner Rahimzadeh moved to elect
Commissioner Romo as the new chair of the Resource Conservation Commission for the
ensuing year. The motion was seconded by Commissioner Coleman and it was carried by
the following vote:
Yes — 7 Coleman, Mora, Rahimzadeh, Romo, Sedgwick, Valen and Kappes

Commissioner Mora moved to elect Commissioner Valen as the vice chair of the Resource
Conservation Commission for the ensuing year. The motion was seconded by
Commissioner Coleman and it was carried by the following vote:
Yes — 7 Coleman, Mora, Rahimzadeh, Romo, Sedgwick, Valen and Kappes
No -0
2. The San Diego Foundation Grant for $135,000
Environmental Services Manager France informed the commission that the City of Chula
Vista has been selected to receive a $67,500 grant from the Community Impact Division at
The San Diego Foundation to develop a comprehensive Water Reuse Framework.
Additionally, The San Diego Foundation and the City of Chula Vista have been selected to
receive matching funds of $67,500 via the Bloomberg Award for Local Sustainability
Matching Fund.
Commissioner Coleman moved to recommend to City Council that they accept the grants,
appropriate the funds and authorize the Public Works Director or designee to execute all
grant documents and implement projects funded by the grants. The motion was seconded
by Commissioner Romo and it was carried by the following vote:
Yes — 7 Coleman, Mora, Rahimzadeh, Romo, Sedgwick, Valen and Kappes

ACTIVITY REPORT
The commissioners discussed what they would like to see on the Activity Report.
STAFF COMMENTS
Admin Services Manager Beamon gave a handout to the commissioners concerning the State
Emergency Drought order and went over how it affects the City of Chula Vista.
COMMISSIONERS' COMMENTS
Commissioner Coleman reported on the WAG (Wildlife Advisory Group) meeting that he and
Commissioner Valen attended. He also reported on the Citizen Water Academy that he attended.
Commissioner Sedgwick reported about a recycling presentation she attended at her work and the
presenter had praise for the City of Chula Vista's recycling program.
Commissioner Romo asked staff about the future items list on the meeting agenda.
CHAIR'S COMMENTS
Chair Kappes thanked all the commissioners for being supportive of her while she served as chair.
ADJOURNMENT
Commissioner Rahimzadeh moved to adjourn the meeting. The motion was seconded by
Commissioner Valen and carried by the following vote:
Yes — 7 Coleman, Mora, Rahimzadeh, Romo, Sedgwick, Valen and Kappes

Meeting was adjourned at 6:37 pm to a regular meeting to be held on August 10, 2015.
