CALL TO ORDER I ROLL CALL
Chair Young called the meeting to order at 4:04 p.m.
I. APPROVAL OF MINUTES
Motion made by Trustee Canedo and seconded by Chair Young to approve the meeting
minutes from April 15, 2015. Motion carried (3 -0).
II. APPROVAL OF ABSENCE(S)
A. Motion made by Trustee Kalaluhi and seconded by Trustee Canedo to approve the
absences of Chair Young and Trustee Kalaluhi from the April 15, 2015 meeting.
Motion carried (3 -0).
III. NEW BUSINESS
A. Code of Conduct — Review & Approve
Director Waznis presented the revised Code of Conduct and stated that the rules
are to ensure that everyone is treated fairly.
Chair Young asked how often staff had to invoke the rules?
Director Waznis responded that the Civic Center Branch has about 1,600 to 2,000
visitors per day, and the South Chula Vista Branch has about 30% of that. The
majority of our patrons are fine. However, we are having some issues with
unattended items and sleeping on library property. This issue bothers and
intimidates our families, and we are trying to make the library a comfortable place
for everyone.
Motion made by Trustee Canedo and seconded by Trustee Kalaluhi to approve the
Code of Conduct as recommended by Library staff (copy attached).
Motion carried (3 -0).

IV. OLD BUSINESS - None
V. LIBRARY DIRECTOR'S REPORT
A. Fiscal Year 2015 -16 Library Budget — Status and Timeline
Due to the Board, Foundation and Friends' continued support, we have one new
position being approved for next fiscal year. The department will be hiring a Senior
Librarian to manage the Otay Ranch Branch. This will enable us to open the Otay
Ranch Branch on Sundays.
The City Manager will present his proposed budget to City Council on May 261H
This is an opportunity for public comments. The meeting starts at 5 p.m. Friends
have stated that they will be attending this Council meeting.
Director Waznis informed the Board that she attended the annual GMOC meeting.
The library is out -of- compliance for the past 11 years. The GMOC spent the most
time asking questions about Library thresholds. We really need more space.
Chair Young asked what percentage of the library budget is funded by the city vs.
donations & other contributions. He also asked for a list of organizations the
department partners with.
Director Waznis responded that approximately 10% of the department budget is
from outside contributions. She will have a more accurate number and the list of
partners at the next meeting.
B. Facilities Projects — Auditorium and Museum
1) Auditorium project — We are getting close to having money for phase 3
(painting, seating & carpeting.) The estimate for the work is $110,000.
The Friends are donating $20,000 and the Foundation is donating $5,000.
2) Museum project — The Friends of the Museum is a branch of the Friends of
the Library. The Museum Friends reached out to the Southbay Historical
Society and invited them to join the Museum Friends. This group will be
overseeing the museum exhibits. The museum will be moving out of its
current location (360 Third Avenue) and moving into the Civic Center Library.
The library will provide some space downstairs for storage. This partnership
will enable the museum to be opened the same hours as the library and will
not require additional staffing.
The Foundation is donating $5,000 for this project.
The City has allocated $75,000 for both of these projects.

C. Results of Foundation Fundraiser — The Foundation raised a record amount — over
$25,000. In addition to the donations for the auditorium and the museum, the
Foundation is donating $10,000 to help support Sunday hours at Otay Ranch
Branch.
D. Parking Lot Enforcement — There has been an increase of camping activity in our
parking lot. The Police and Engineering departments worked with us to update the
parking signs in the lot.
The Library is a finalist for a Chula Vista Charitable Foundation Grant. The grant
will fund better walkways through our lot.
E. Orange Avenue Park — The perimeter fencing has been removed. The restrooms,
tot lot and dog park are almost complete. The city has not decided whether to open
this portion of the park first, or wait and open entire park later (including the ball
field.)

E. Board Comments
1) Trustee Canedo wanted to commend everyone who took part in the
"Remembering the Fallen" exhibit. The event was attended by the Elks,
VFW, Ladies Auxiliary, Marine Corp Reserves and Moms of Purple Hearts.
There are 77 from San Diego and 14 from the South Bay honored at this
event. The exhibit will be displayed through May 14th.
2) Trustee Canedo stated that he and his wife use special cleaner and scrubber
to try to clean the chairs in the cafe area at the South Chula Vista Branch.
The chairs were very hard to clean. He asked if the department could look
into replacing the chairs.
VII. ADJOURNMENT
Meeting was adjourned by Chair Young at 5:10 p.m.
The next Board of Library Trustees meeting will be on Wednesday, June 17, 2015,
beginning at 4:00 p.m. at the Civic Center Branch Library.
