ROLL CALL: Present: Councilmember Aguilar, Deputy Mayor Bensoussan, Councilmember McCann, Councilmember Miesen and Mayor Salas Also P2sent City Manager Halbert, City Attomey Googins, City C/erk Norris, and Assistant City Gerk Bigelow PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Councilmember Miesen led the Pledge of Allegiance. Recommended Action: Council approve the minutes. 2. 15-0413 ORDINANCE NO. 3349 OF THE CITY OF CHULA VISTA AMENDING CHAPTER 19.02 OF THE CHULA VISTA MUNICIPAL CODE BY ADDING SECTION 19.02.060 RELATED TO INDEMNITY PROVISIONS FOR CITY ISSUED PERMITS (SECOND READING AND ADOPTION) Recommended Action:Council adopt the ordinance. RESOLUTION NO. 2015-179 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE COMPENSATION SCHEDULE AND CLASSIFICATION PLAN TO REFLECT THE ADDITION AND REMOVAL OF VARIOUS POSITION TITLES, AMENDING THE AUTHORIZED POSITION COUNT IN VARIOUS DEPARTMENTS WITH NO NET CHANGE IN AUTHORIZED STAFFING, AND APPROPRIATING FUNDS THEREFOR (4/5 VOTE REQUIRED) B. RESOLUTION NO. 2015-180 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE REVISED FISCAL YEAR 2015-2016 COMPENSATION SCHEDULE AS REQUIRED BY CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 570.5 C. ORDINANCE OF THE CITY OF CHULA VISTA AMENDING CHULA VISTA MUNICIPAL CODE SECTION 2.05.010 RELATING TO THE ESTABLISHMENT OF UNCLASSIFIED POSITIONS TO ADD FA IVDC-LECC EXECUTIVE DIRECTOR, FA FINANCIAL MANAGER AND FA SENIOR FINANCIAL ANALYST AND DELETE CBAG IV-LECC DIRECTOR (FIRST READING) (4/5 VOTE REQUIRED) Recommended Action: Council adopt the resolutions and place the ordinance on first reading. 6. 15-0389 RESOLUTION NO. 2015-181 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA WAIVING THE COMPETITIVE FORMAL BID REQUIREMENT AND APPROVING AN AGREEMENT WITH HARRELL AND COMPANY ADVISORS, LLC TO PROVIDE FINANCIAL ADVISORY SERVICES Recommended Action:Council adopt the resolution. The motion carried by the following vote: Yes: 5- Aguilar, Bensoussan, McCann, Miesen and Salas No: 0 Absfain: 0 At the request of Deputy Mayor Bensoussan, there was consensus of the Council to make a referral to staff to provide mformation and possible altemative processes for reappointing members to boards and � commissions for those positions that ara selected by the full Council. B. Consideration of referral to the Charter Review Commission to consider modifying term limit requirements. There was consensus of the Council to make a refenal to staff to provide information on modifying term limit 2quirements in light of distncf elections, including implications rela[ed to Councilmembers serving on regional committees, info�nation on the exisfence and length of o[her agencies' term limits, financial impacts of a ballot measure, and other implications of potenfial modifications to term limits, before referring the issue to the Charter Review Commission. Mayor Salas reported on the recent San Diego Pnde Parade, ecotounsm in Chula Vista, and the Special Olympics Wodd Games and related events at the Olympic Training Centec She provlded an update on sta�ng in the Mayor and Council o�ces. COUNCILMEMBERS' COMMENTS CouncilmemberAguilarspoke 2garding kayaking opportunities in Chula Vis[a. At the request of Councilmember McCann, Mayor Salas stated that the meeting would be adjoumed in memory of the four mannes recently killed in Chattanooga, Tennessee. 8. 15-0419 Councilmember Miesen: Ratifcation of appointment of Vlady Dmytrenko to the Mobilehome Rent Review Commission. ACTION: A motion was made by Councilmember Miesen, seconded by Councilmember McCann,- that the above appointment be ratified. The motion carried by the following vote: Yes: 5- Aguilar, Bensoussan, McCann, Miesen and Salas No: 0 Abstain: 0 ADJOURNMENT At 6:OOp.m., Mayw Salas adjoumed the meeting to the Regular City Council Meeting on July 2Q 2015, at 5:00 p.m., in the Council Chambers.
