RESOLUTIOI�' OF THE CITS' COi�TTCIL OF THE CITI' OF
CHULA VISTA ACCEPTII�'G THE 201� SALT CREEK SEW�R
BASIi�' DE\'ELOPA4ENT In4PACT FEE STUDY
���HEREAS, the Salt Creek Se���er Basin Development Impact Fee Update provides a
comprehensive revieN� and evaluation of facilities needed to pro�ide se��-er sen�ice to properties
�;�ithin the Salt Geek Gravit�� Se���er Basin: and
R'HEREAS; the last Salt Creek Se���er Basin De��elopment Impact Fee Update ���as
prepazed in 2004; and
WHEREAS, in November 2014 Bartle Wells Associates. Inc. (Consultant) finalized the
Salt Creek SeN�er Basin Development Impact Fee Study (`201� Salt Creek DIF Update") in
order to: a) add neN� improvements to the list of DIF elieible facilities; b) ensure fees are fairh�
and equitably dis[ributed among the remainine properties within the benefit area; c) ensure
sufficient fundine is a��ailable to complete the required improvements; and d) ensure updated
fund balance and land use projections are reflected in the Salt Creek DIF proeram; and
�l'HEREAS. staff and Consultant notified major de��elopers ���ithin the Salt Geek basin
of the proposed 201� Salt Creek DIF Update and met ���ith the Buildine Industry Association of
San Dieeo and Chula Vista`s Developers O��ersieht Committee to�brief developers of the
proposed Salt Creek Development Impact Fee. Citv staff addressed de��elopers concems and
comments ��ia e-mail and made the 201� Salt Creek DIF Update a��ailable to the general public
on the City`s V�'aste���ater Engineerine ��=ebpaee; and
\l'HEREAS. the Development Sen�ices Director has revie���ed the proposed activit}� for
compliance N�ith the Califomia En��ironmental Qualit�� Act (CEQA) and has determined that the
proposed action is not a �`Projecr` as defined under CEQ.A Guidelines Section 1�378(b)(4) as it
does not invoh�e any commitment to any specific project which may result in a potentialh�
significant physical impact on the environment. Althoueh em�ironmental revieH� is not necessary
at this time; when projects co��ered b}� the 201� Salt Creek DIF Update ha��e been defined, the
em�ironmental review will be required and a CEQA determination completed prior to
commencing any of the impro��ements identified i� the 201� Salt Creek DIF Update.
NOW. THEREFORE. BE IT RESOLVED bv the Cit�� Council of the Cit�� of Chula
Vista, that it accepts the 201� Salt Creek Se�i�er Basin Development Impact Fee Stud��.
