FISCAL YEAR 201�/2016 HIGHWAY SAFETY
IMPROVEMENT PROGRAM CYCLE 7 GRANT

THEREFOR
R'HEREAS, o❑ Monda}, April 27. 201�. Caltrans Division of Local Assistance
announced C}�cle 7 Call for Projects for the High��-ay Safet�� Improvement Proaram (HSIP); and
V�'HEREAS, this Call for Projects is targeted for approsimatel�� $1�0 million of federal
HSIP funds based on the estimated prooramming capacity in the 201� Federal State�iide
Transportation Improvement Program (FSTIP); and
A%HEREAS, the HSIP. codified as Section 148 of Title 23, United States Code (23
U.S.C. §148) remains as one of the core federal-aid programs in the ne�v federal surface
transportation act. "Mo��ing Ahead for Progress in the 21st Centurv' (M.AP-21). ��hich was
siened into la���on Julv 6. 2012: and
�1'HEREAS, the purpose of the HSIP program is to achieve a significant reduction in
traffic fatalities and serious injuries on all public roads, includins non-State-o�med public roads
and roads on tribal land: and
R'HEREAS, eligible project proposals must identifi� a specific problem ��ith a publicl}�-
owned road���a��, bicvcle/pedestrian path«�ay or trail and a countermeasure that �rill correct or
substantiall}� impro�e the condition and safet}� to the users of those facilities; and
A'HEREAS. the maaimum federal HSIP reimbursement amount for anv single HSIP
project is $10,000,000. All project expenses that exceed the maximum federal HSIP
reimbursement amount Nill be the responsibilin- of the project sponsor and will not be elieible
for reimbursement: and
V�'HEREAS. the grant also requires a local match of 10 percent. which �iould come from
TransNet funds: and
WHEREAS, three candidate projects aze proposed to be submitted prior to the Juh- 31,
201� deadline: and
��'HEREAS, city staff recommends applving for HSIP grant funds and has identified the
follo���ine projects:

2- Pedestrian Crosswalk Enhancements at H Street/Oaklawn Avenue, Fourth Avenue/Park
Wa}�, Fourth Avenue/Davidson Street, and Signal Rephasing at H Street/Woodlawn
Avenue
3- Palomar Street Pedestrian, Bicycle, and Signal Improvements between Industria]
Boulevard and Broadwa}'
WHEREAS, the Development Services Director has reviewed the proposed activity for
compliance with the Califomia Environmental Quality Act (CrQA) and has determined that the
activity is not a "ProjecY' as defined under Section 15378 of the State CEQA Guidelines because
the proposal consists of an administrative funding solicitation without the assurance that these
funds will be procured for future projects. Once the funding is obtained and the projects clearly
defined, then, additional environmental review will be conducted and the appropriate
determination will be made. Therefore, pursuant to Section 15060 (c)(3) of the State CEQA
Guidelines the activity is not subject to CEQA. Thus, no environinental.review is required.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Chula
Vista, that it does hereby authorize submittal of Fiscal Federal Year 2015/2016 Highway Safety
Improvement Program (HSIP) Cycle 7 grant applications and commit matching funds therefor.
