HomeMy WebLinkAboutReso 2015-177 RESOLUTION NO. 201�-177 RESOLUTIOl�' OF THE CITI' COUI�iCIL OF THE CIT1' OF CHiiL.A VISTA ?.PPROVING THE DISTRICTI�'G COI�4r41SSI0i�''S RECOMA4E?�TDED DISTRICTIIvG PLAN AS THE CITY`S FINAL DISTRICTI1vG PLAN WHEREAS. the Chula Vista Districtine Commission (the "Commissiod`) w�as established pursuant to Chula Vista Chaner Section 300.�; and R'HEREAS. Charter section 300S.A.2. tasks the Commission �i�ith recommendins for Cin Council appro��al a Recommended Districtins Plan to establish four Council electoral districts to be used in the City's municipal elections, beginning in 2016; and WHEREAS. Charter section 300.�.F. sets forth the criteria which the Commission and the Cit}� Council are required to adhere to in considering and approving a Districting Plan, specificall��that the boundaries shall: 1. Result in districts that ha��e reasonabl} equal populations; 2. Be eeoeraphicalh� compact and contiQuous; and 3. Follow visible natural and man-made features, street lines and/or Citv boundan� lines whene��er possible; and 4. Respect communities of interest to the eatent practicable; and �. Be drawn without regazd for ad��antage or disadvantage to incumbents or challeneers: and 6. Be draNn ���ithout regard for advantaee or disad��antage to an��political party. �l'HEREAS, the Commission solicited public input. includin� fi�-e public outreach meetines held in ��arious areas of the Cirv, considered the Chaner-mandated criteria. and in all other respects complied ���ith the applicable Charter requirements in preparine a Draft Districting Plan, �vhich the Commission appro��ed on April 2�, 201�, by si� affirmative votes of its members:•and R'HEREAS, the Commission made the Drafr Districtine Plan publich� a��ailable for more than thirty da��s and held five public outreach meetinss in ��arious areas of the Cih�, commencing more than seven da��s after the Drafr Districtine Plan was released, in accordance with Char[er section 300.�.G.3.: and y �'�'I-IEREAS. the Commission met on June 8, 201�, heard additional public comment and. afrer considering the legall}� required criteria and all public comment received. the Commission approved the district boundaries for the Recommended Districtins Plan, by fi��e affirmati��e ��otes of its members: and � WZIEREAS, Char[er sections 300.D. and 3005.K. require that the districts be numbered one throu�h four. ��°ith districts three and four transitionine to b��-district elections in 2016 and districts one and t�vo transitionins in 2018: and Resolution No. ?O1�-177 Page No. 2 WHEREAS, the Commission met on June ] 1, 2015, heard public comment, determined the process by which the districts should be numbered and assigned numbers to the districts, in accordance with the Charter requirements, and approved that Recommended Districting Plan by siz affirmative votes: and WHEREAS, the Commission prepared and submitted to the City Council a report describing the process; criteria, and evidence used by the Commission to prepare the Recommended Districting Plan: and WHEREAS, the Recommended Districting Plan has been publicly available for more than fourteen days, and the Ciry Council he]d a duly noticed public heazing on the Recommended Districting Plan. in accordance with Charter section 300.S.H. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it: 1. Finds that the Districting Commission's Recommended Districting Plan was developed in complia�ce with, and meets the requirements of, the applicable provisions of the Chula Vista City Charter, and state and federal law; and 2. Approves the Districting Commission's Recommended DisVicting Plan as the City's Final Districting Plan, attached as Exhibit A to this Resolution.
