ROLL CALL: Present: Councilmember Aguilar, Deputy Mayor Bensoussan, Councilmember McCann, Councilmember Miesen and Mayor Salas Also Present: City Manager HalbeR, City Attomey Googins, City Clerk Norris, and Assistant City GeAc Bigelow PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Deputy Mayor Bensoussan led fhe Pledge of A/legiance. PUBLIC COMMENTS There were none. WORKSHOP 1. 15-0207 Discussion of Chula Vista's Economic Development Work Program for Fiscal Year 2015/2016 Economic Development Director Crockett gave a presentation on the Ciry's Economic Development WoAc Pmgram for the 20152076 fiscal year. He provided information on the fhrae sections o7 the work plan: Business Support Prog2ms, Major Development Projects, and Regional Collaboiation. Economic Development Direcfo� Crockett 2sponded to quesfions f/om fhe Council on economic development-related issues. He then confinued tbe presentation and provided information on the future Chula Vista Bayfront, Westem Chula Vista, Eastem Chula Visla, and 2gional collaboration. Deputy Mayor Bensoussan spoke in suppoR of increasing the availability and communication of incentives for businesses. In 2sponse to questions from Councilmember McCann, Economic Development Director Crockett provided information on the planned improvements to fhe tenant improvement process. Councilmember McCann spoke in support of the installafion of fiberoptic communication lines. Councilmember Miesen spoke in support of establishing a consequence for p/an reviews delivered past the sfated delivery date, creating an ombudsman posi[ion, and increasing markefing efforts. � Mayor Salas spoke in support of potentialty re-establishing a Tourism and Marketing District. In response to questions from Councilmember Aguilar, Economic Development Director C�ockett stated he anticipated providing an update on the Economic Development Plan via a quarte�ly memorandum to the Council and an annual presentation on the previous year's results and upcoming yea/s plan. He a/so spoke regarding the Shop Chula Vista program. In response [o a question from Councilmember Aguilar, City A[tomey Googins spoke �egarding the Citys ability fo provide prelerence to local business in the Citys procurement practice. Councilmember Aguilar spoke in support o/providing economic incentives for businesses. Mayor Salas spoke in suppoR of providing preference lor small businesses and businesses that employ disabled veterans in the City's procuremenf practice. Bill Hall, Vice President, rep�esenting the Chamber of Commerce, expressed app2ciafion fo Economic Development Director Crocket for the recent Economic Development Program presentation made to the Chamber o/Commerce and spoke in support of the program. Luanne Hulsizer, representing the Thircl Avenue Village Association, submitted a speaker slip but was � not present to speak.
