Recommended Action: Council approve the minutes. 2. 14-0720 RESOLUTION NO. 2015-115 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE PROPERTY ASSESSED CLEAN ENERGY (PACE) PROGRAM GUIDELINES TO HELP GUIDE EXPANSION OF PACE PROGRAM OFFERINGS AVAILABLE TO CHULA VISTA PROPERTY-OWNERS Recommended Action:Council adopt the resolution. 3. 15-0'101 RESOLUTION NO. 2015-116 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A SUB-AWARD AGREEMENT WITH COMMUNITY HEALTH IMPROVEMENT PARTNERS FOR THE RACIAL AND ETHNIC APPROACHES TO COMMUNITY HEALTH PROJECT, AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT AND THE CITY MANAGER TO EXECUTE ALL OTHER DOCUMENTS NECESSARY TO IMPLEMENT THE AGREEMENT, AND APPROPRIATING $30,000 TO THE FISCAL YEAR 2014/2015 FEDERAL GRANTS FUND TO BE OFFSET BY UNANTICIPATED REVENUE (4/5 VOTE REQUIRED) Recommended Action: Council adopt the resolution. 4. 15-0216 RESOLUTION NO. 2015-117 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A TWO-PARTY AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND UNIQUE MANAGEMENT SERVICES, INC., TO PROVIDE COLLECTION AGENCY SERVICES FOR UNPAID LIBRARY FINES AND FEES Recommended Actlon: Council adopt the resolution. Approval of the Consent Calendar ACTION: A motlon was made by Councilmember McCann, seconded by Deputy Mayor Bensoussan, to approve staff's recommendations on the above Consent Calendar items, headings read, text waived. PUBLIC COMMENTS The following members of the public spoke in opposition to the Council's pnor approval of the amendments to the City's General Plan and Otay Ranch General Development Plan, 2ferred to as 'Freeway CommerciaP': -David Danciu, Chula Vista residenf -Penny Vaughn, Chula Vista resident David Dukes, Chula Vista 2sident, expressed concem, and submitted written cnmmunications, 2garding graffiti, t2sh in parks, t2e tAmming and the level of other services in and around Max Field and Loma Verde Park. Mayor Salas announced, pursuanf to AB 23, fhaf she and each Counci/member would receive S50lor their attendance at this Housing Authorify meefing, being held simultaneously with the City Counctil meeting. ACTION ITEMS 5. 15-0192 PRESENTATION OF THE CITY MANAGER'S PROPOSED BUDGET FOR FISCAL YEAR 20�5/2016 (Continued from May 26, 2015.) RESOLUTION NO. 2015-118 OF THE CITY COUNCIL / NO. 2015-001 SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY / NO. 2015-003 HOUSING AUTHORITY OF THE CITY OF CHULA VISTA ACCEPTING THE OPERATING AND CAPITAL IMPROVEMENT BUDGETS FOR THE CITY OF CHULA VISTA FOR FISCAL YEAR 2015/2016 AS THEIR PROPOSED BUDGETS, RESPECTIVELY, AND SETTING THE TIME AND PLACE FOR A PUBLIC HEARING ON THE BUDGET AND THEIR FINAL CONSIDERATION AND BUDGET ADOPTION Budget and Analysis Manager Aguilar p2senfed information on the ravised proposed budget. Lib2ry Director Waznis provided inlolmation on the status of the Heritage Museum. Ctryo/CAula Vsfa PageJ City Council Meeting Minutes-Final June 2,2015 MAYOR'S REPORTS 6. 15-0237 RATIFICATION OF APPOINTMENTS TO THE FOLLOWING BOARDS & COMMISSIONS: Barbara Zaragoza, Historic Preservation Virginia Sywyj, Cultural Arts ACTION: A motion was made by Councilmember McCann, seconded by Councilmember Aguilar, that the above appointments be ratified. The motion carried by the following vote: Yes: 5- Aguilar, Bensoussan, McCann, Miesen and Salas No: 0 Abstain: 0 At the request o/ Mayor Salas, there was consensus of the Council to add an item to the next Council agenda to consider an interim appoinfmnt process for those commissions that require full Council interviews. Mayor Sa/as recognized the Po/ice Department, other City staN, and community support organizations for fheir responses fo the murdedsuicide situation that occurred on May 28, 2015. She also spoke regarding recent community events: South County Economic Development Council mantime event, Bike to Work Day, Chula Vista Library Hub event and Kiwanis fundraisec She paid Mbute to Sergeant Peralta and announced he would be awarded the Navy Cross on June 8, 2015. COUNCILMEMBERS' COMMENTS Councilmember McCann thanked City stafl on behalf ol Kiwanis /or its suppoR of [he organization's recent fund�aiser. He congratulated all Chula Visfa graduates. Deputy Mayor Bensoussan recognized [he Police DepaRment for a recent certification o/ its crime lab. She spoke�egarding the upcoming HaiborFest event on August 22, 2015. Councilmember Aguilar also recognized the Po/ice Departmenf for its certification. City Attomey Googins thanked the members of the Council and others who attended and suppoRed the Open Govemment and Ethics workshop held on May 14, 2015. At the request of City A[tomey Googins, there was consensus of the Council fo add an item to a /uture - Council agenda to consider an amendment to the Council policy regarding agendas to add City Attomey's Reports as a regu/a�item.
