HomeMy WebLinkAboutReso 1991-16050 RESOLUTION NO. 16050 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA CERTIFYING THE PROJECT BUDGET IN THE APPLICATION FOR FUNDS AVAILABLE FROM THE CALIFORNIA LIBRARY CONSTRUCTION AND RENOVATION BOND ACT FOR THE CONSTRUCTION OF A NEW LIBRARY AT ORANGE AND FOURTH AVENUES; COMMITTING THE CITY'S MATCHING FUNDS; CERTIFYING THE CITY'S ABILITY TO FINANCE THE SUPPLEMENTAL FUNDS NECESSARY TO COMPLETE THE PROJECT IN A TIMELY MANNER; CERTIFYING THE LOCAL MATCHING AND SUPPLEMENTAL FUNDS WILL BE AVAILABLE WHEN NEEDED TO MEET THE PROJECT'S CASH FLOW REQUIREMENTS; CERTIFYING THE ACCURACY AND TRUTHFULNESS OF ALL INFORMATION CONTAINED IN THE APPLICATION FORM; COMMITTING TO OPERATE THE COMPLETED FACILITY AND PROVIDE DIRECT PUBLIC LIBRARY SERVICE The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the California Library Construction and Renovation Bond Act of lgB8 (Proposition 85) provides $75 million to local jurisdictions to assist in public library construction; and WHEREAS, the Bond Act provides that these funds be awarded on a 65% state and 35% local matching basis; and WHEREAS, the Chula Vista Library has determined that fewer agencies will be prepared to file applications in the first cycle (February) that in the second cycle (july); and WHEREAS, Library staff requests Council to take the necessary action as required by the Library Bond Act Regulations to enable the City to file for Bond Act funds in the first funding cycle by the February 15, 1991 deadline. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby certify the project budget in the application for funds available from the California Library Construction and Renovation Bond Act for the construction of a new library at Orange and Fourth Avenues and commits the City's matching funds in the amount of $3,688,739. BE IT FURTHER RESOLVED the City Council does hereby certify the City's ability to finance the supplemental funds necessary to complete the project in a timely manner and that local matching and supplemental funds will be available when needed to meet the project's cash flow requirements. Resolution No. 16050 Page 2 BE IT FURTHER RESOLVED that the City Council does hereby certify the accuracy and truthfulness of all information contained in the application form and commits to operate the completed facility and provide direct public library service.
