OF THE CITY OF CHULA VISTA

A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to
order at 5:05 PM in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Coleman, Mora, Rahimzadeh (arrived at 5:10 pm), Valen and
Chair Kappes
ABSENT: Commissioners Romo and Sedgwick
MOTION TO EXCUSE: Commissioner Coleman moved to excuse Commissioner Valen from
the Special Meeting on May 5, 2015. The motion was seconded by Commissioner Mora and
was carried by the following vote:
Yes — 4 Coleman, Mora, Valen and Kappes
No -0
STAFF PRESENT. Environmental Services Program Manager France, Admin Services
Manager Beamon, Recycling Specialist II DiDonato and Sr. Secretary Lindsey
APPROVAL OF MINUTES: Commissioner Valen moved to approve the minutes of the regular
meeting on April 13, 2015, and the minutes of the Special Meeting on May 5, 2015, as written. The
motion was seconded by Commissioner Coleman and it was carried by the following vote:
Yes — 4 Coleman, Mora, Valen aAd Kappes
No -0
PUBLIC COMMENTS: Robert Ross, a resident of Chula Vista, asked about the SDG &E rate
increase and whether the RCC will address this issue at a future meeting.
Commissioner Rahimzadeh arrived.
INFORMATION ITEMS
1. Recycling Specialist II Dave DiDonato gave a presentation about composting at three local
elementary schools. The following explained about their school's composting program:
Tim Kriss, a 4h grade teacher from Salt Creek Elementary School, Gia Strang, a parent,
was accompanied by two students from Parkview Elementary School and Jenny Leverman,
a parent, was accompanied by six students from Camarena Elementary School.
ACTION ITEMS
Consideration of annual report for City Council per CVMC 2.25.280 Operations — Annual
activity report required; By July 1St of every year, each board and commission shall prepare
and submit to the City Clerk a written report of its activities. The city clerk shall forward
copies of each report to the City Council. The annual report shall also contain other
specific information or findings required by the ordinance creating a particular board or
commission.

Throughout the year, the commissioners have reviewed their Activity Report at each
meeting, Tonight they discussed how they would like to finalize their report to the City
Council. Commissioner Coleman moved to approve the Activity Report as discussed. The
motion was seconded by Commissioner Rahimzadeh and it was carried by the following
vote:
Yes — 5 Coleman, Mora, Rahimzadeh, Valen and Kappes

Was discussed under Action Items
STAFF COMMENTS
Environmental Services Program Manager France assured the commissioners that staff is continuing to
move forward since Brendan Reed left employment with the city.
COMMISSIONERS' COMMENTS
Commissioner Mora introduced himself to the commission. He is a Chula Vista based contractor
specializing in energy conservation for homes. He would like to see more interest from the public in
the Climate Change Working Group.
Commissioner Coleman would like to see on future RCC meeting agendas information about water
conservation, composting, street paving projects and future Climate Change Working Groups.
Commissioner Valen would like to see on future RCC meeting agendas information about green
infrastructure for retaining storm water, urban agriculture and homesteading municipal codes and
SDG &E rate changes.
Commissioner Rahimzadeh would like to have SDG &E bring information to a future RCC meeting
concerning the energy rate changes. '
CHAIR'S COMMENTS
Chair Kappes would like the RCC to be a conduit of SDG &E information to the public. At future
RCC meetings she would like the PACE program representatives give updates, Mayor Salas to be on a
future agenda, have CLEAN Business updates and GUEP (Georgetown University Energy Prize)
updates.
ADJOURNMENT
Chair Kappes moved to adjourn the meeting, The motion was seconded by Commissioner
Rahimzadeh and carried by the following vote:
Yes — 5 Coleman, Mora, Rahimzadeh, Valen and Kappes

Meeting was adjourned at 7:00 pm to a regular meeting to be held on July 13, 2015.
