"` VISTA MEMORANDUM
CHUIA
DEVELOPMENT SERVICES DEPARTMENT
DATE: June 3, 2015
TO: Honorable Chair and Members of the Planning Commission
FROM: Ed Batchelder, Planning Manage
SUBJECT: Items 5A & B on your June 10, 2015 Meeting Agenda
The following is provided as a quick background /overview for you regarding items 5A & B:
Item 5A — Approval of Annual Activity Report to the City Council
Each year we are requested to provide a report to the City Council on key activities undertaken by
each of our Boards and Commissions over the past fiscal year. The attached form was developed
from a review of your Agendas over that period. If you would like staff to make any revisions,
please be prepared to go over those with us at the meeting.
The second part of the form provides an opportunity for the Commission, if it chooses, to provide
any comments or recommendations to the City Council. Please give thought to this, and be prepared
to discuss and provide specific direction to staff regarding any comments or recommendations you'd
like to forward. The Commission will need to reach agreement or consensus on any items to be
included.
Item 5B — Commissioner participation on an upcoming TDM Stakeholder Advisory Group
In Spring 2014, the City in partnership with SANDAG and the consulting firm KTU +A, held and
introductory 2 -part workshop series on Transportation Demand Management (TDM) with staff and
the development community. The purpose of the workshops was to develop an understanding of
TDM, and how TDM programs and policies could be implemented in the City of Chula Vista as a
way to provide cost - effective solutions that reduce traffic congestion, parking demand, and help the
environment though reducing vehicle miles traveled and associated GHG emissions.
Phase two of the partnership (which we are readying to launch) will include a series of
workshops /discussion to shape the development of a formal transportation demand management
(TDM) program for the City of Chula Vista. The process will utilize a broad -based Stakeholder
Advisory Group (SAG) to provide input to develop a roadmap for proposed TDM
programs /proviwsions that will be presented to City Council for action.

It has been suggested by the team that a member of the Planning Commission potentially participate
as part of the SAG.
Should the Commission desire to participate, staff is requesting that the Commission designate a
member to participate. The first SAG half -day workshop will be held in late July, and up to three
sessions will be held in 2015. SANDAG is administering an on -line poll as to possible dates /times,
and will send out a formal workshop invitation in June for a date that works best for the majority.
