HomeMy WebLinkAboutMemo to Planning Commission from Proj Mgr.:ter CHULAV19A Memorandum Development Services Department TO: Planning Commission of the City Of Chula Vista FROM: Stan Donn AICP, Senior Planner SUBJECT: Otay Ranch PA -12 Freeway Commercial North (FC -2) General Plan (GP) and General Development Plan (GDP) Amendment DATE: April 9, 2014 Honorable Chair and Planning Commissioners: Staff is processing an application to add 600 residential units, an urban park, and 15,000 sq. ft. of commercial uses in a mixed -use urban environment within Otay Ranch Freeway Commercial North. The entitlements include amendments to the General Plan, Otay Ranch General Development Plan. An Addendum to the EIR -02 -04 has been prepared for the Project. The proposed amendments affect approximately 28.7 acres of the 35 -acre site, located south of Olympic Parkway, between SR -125 and EastLake Parkway, and directly north of the Otay Ranch Town Center mall (see Attachment 1, Locator Map) Per your request and concurrence on projects with multiple entitlement documents, staff will provide technical information to the Planning Commission to give you adequate time to review the material prior to receiving the staff report and associated attachments /resolutions. Attached for your review 10 days in advance of the April 22, 2015 Planning Commission meeting is a document containing the GP and GDP Amendment(s). The document also contains a Commercial Lands Analysis (CLA) and Fiscal Impact Analysis (FIA). Also attached is the Addendum. These items are provided in a cd format rather than bulky print out of text and maps. You will receive the project staff report the week of April 13'h, 2015, pursuant to the standard agenda packet timeframe. Should you wish to focus your review of the attached Freeway Commercial North GP and GDP Amendment, it is suggested that the following key sections be reviewed: Project Overview Pages 1 -2 Project Description Pages 3 -5 Project Justification Pages 6 -11 Page 2 General Plan Appendix A General Development Plan Appendix B Commercial Lands Analysis Appendix C Fiscal Impact Analysis Appendix D Addendum to FEIR- 02 -04: As stated above, an Addendum to FEIR -02 -04 has been prepared, and includes the mitigation measures from the EIR.
