CALL TO ORDER Council Chambers Public Services Bldg A 276 Fourth Avenue ROLL CALL: Commissioners Anaya, Fragomeno, Fuentes, Gutierrez, Livag, Nava, and Chair Calvo MOTIONS TO EXCUSE: PLEDGE OF ALLEGIANCE AND MOMENT OF SILENCE OPENING STATEMENT: APPROVAL OF MINUTES: January 28, 2015 February 25, 2015 PUBLIC COMMENTS: An opportunity for members of the public to speak to the Planning Commission on any subject matter within the Commission's jurisdiction, but not an item on today's agenda. Each speaker's presentation may not exceed three minutes. CONSENT ITEMS: The Chair may entertain requests by staff to continue an agenda item. The Chair may also entertain a recommendation by a Commissioner to approve certain non - controversial agenda items as Consent items. Notwithstanding the foregoing, an agenda item listed as a Public Hearing may not be acted upon by the Commission as a Consent Item. Public Hearing items shall be heard by the Commission as a Public Hearing. PUBLIC HEARING: GPA 12 -03 amendments to the General Plan; GDPA 12 -15 amendments to the Otay Ranch General Development Plan, including a new Development Agreement, involving portions of the Otay Ranch Freeway Commercial Planning Area 12. Applicant: Baldwin & Sons, LLC Project Manager: Stan Donn 2. PUBLIC HEARING: DRC- 13 -26; Design Review consideration of a 4 -story 30,121 sq. ft. Residence Inn by Marriott hotel with 148 guest rooms, and associated recreation area on a 3.32 acre site located in the Otay Ranch Freeway Commercial, Neighborhood PA -12, Planned Community District (FC2) Freeway Commercial District 2 zone.
