RESOURCE CONSERVATION COMMISSION
OF THE CITY OF CHULA VISTA
April 13, 2015 5:00 PM
A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to
order at 5:03 PM in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue,
Chula Vista, California.
ROLL CALL
PRESENT: Commissioners Coleman, Rahimzadeh, Romo, Sedgwick, Valen and Chair Kappes
ABSENT: none
MOTION TO EXCUSE: Commissioner Valen moved to excuse Commissioners Rahimzadeh
and Romo from the meeting on March 9, 2015. The motion was seconded by Commissioner
Coleman and was carried by the following vote:
Yes—6 Colman, Rahimzadeh, Romo, Sedgwick, Valen and Kappes
No-0
STAFF PRESENT: Environmental Services Program Manager France, Environmental
Resource Manager Reed and Sr. Secretary Lindsey
APPROVAL OF MINUTES: Commissioner Sedgwick moved to approve the minutes of the March 9,
2015, meeting as written. The motion was seconded by Commissioner Valen and it was carried by the
following vote:
Yes—6 Coleman, Rahimzadeh, Romo, Sedgwick, Valen and Kappes
No-0
PUBLIC COMMENTS: Crystal Crawford, Regional Director of Ygrene Energy Fund, provided the
commissioners with a Program Fact Sheet for Ygrene. She gave an update of the Clean Energy Chula
Vista program.

ACTION ITEMS
1. Consideration of nominations for the 2015 CLEAN Champion Awards
Environmental Services Program Manager France and Environmental Resource Manager
Reed explained the scoring matrix and suggested voting procedures the commissioners
could follow to select the winners. The commissioners engaged in discussion of each
nominee and how the nominees met the criteria for each award category.
Commissioner Romo left the room for the determination of the winner of the Resident
CLEAN Champion because he had been nominated in that category.

Commissioner Rahimzadeh moved to select Oscar Romo for the winner of the CLEAN
Champion category of Resident. The motion was seconded by Commissioner Coleman and
it was carried by the following vote:
Yes—6 Coleman, Rahimzadeh, Romo, Sedgwick, Valen and Kappes
No-0
Commissioner Romo returned to the conference room.
Commissioner Romo moved to select Bonita Learning Academy for the winner of the
CLEAN Champion category of Business. The motion was seconded by Commissioner
Rahimzadeh and it was carried by the following vote:
Yes—6 Coleman, Rahimzadeh, Romo, Sedgwick, Valen and Kappes
No-0
Commissioner Coleman moved to select the Garden Club of Chula Vista for the winner of
the CLEAN Champion category of Organization. The motion was seconded by
Commissioner Sedgwick and it was carried by the following vote:
Yes—6 Coleman, Rahimzadeh, Romo, Sedgwick, Valen and Kappes
No-0
Commissioner Romo moved to select Kids 4 Our World as the winner of the CLEAN
Champion category of Youth. Commissioner Valen seconded the motion and it was carried
by the following vote:
Yes—6 Coleman, Rahimzadeh, Romo, Sedgwick, Valen and Kappes
No-0
Commissioner Romo moved to select The City of Chula Vista Parks Division as the winner
of the CLEAN Champion category of Employee. The motion was seconded by
Commissioner Valen and it was carried by the following vote:
Yes—4 Coleman, Romo, Valen and Kappes
No—2 Rahimzadeh and Sedgwick
The winners will be presented with their awards at the City Council meeting on May 5,
2015, at 5:00 pm. A power point presentation with scrip will be created by Environmental
Services Program Manager France and Environmental Resource Manager Reed. Chair
Kappes will give the introduction and then each commissioner will present an award.
Commissioner Valen is not able to attend on May 5.
ACTIVITY REPORT
Commissioner Coleman would like to add"and attended council warkshop" to the bulleted item about
AMPAC on the Activity Report.
STAFF COMMENTS
Environmental Resource Manager Reed announced that he has accepted a position with the San Diego
Airport Authority.
COMMISSIONERS' COMMENTS
Commissioner Coleman reported that the last meeting of the Wildlife Advisory Group (WAG) did not
convene due to a lack of quorum. He also gave an update of the Asset Management Program Advisory
Committee.

Commissioner Romo would like Mayor Salas to be on the agenda of a future RCC meeting so the
commissioners would be able to talk with her about her position on conservation issues and resource
management.
CHAIR'S COMMENTS
Chair Kappes likes the ideas the commissioners have submitted for topics at future meetings. She
reminded everyone that there is a vacancy on the commission.
ADJOURNMENT
Commissioner Rahimzadeh moved to adjourn the meeting. The motion was seconded by
Commissioner Sedgwick and carried by the following vote:
Yes—6 Coleman, Rahimzadeh, Romo, Sedgwick, Valen and Kappes
No-0
Meeting was adjourned at 6:33 pm to a Special Meeting to be held on May 5, 2015. The next Regular
Meeting will be on May 11, 2015.
