WHEREAS, as a Department of Housing and Urban Development (HUD) entitlement
communiry, the City of Chula Vista receives srant funds under the Communin� Development
Block Grant (CDBG), Emergency Shelter Grant (ESG), and the Home [m�estment Partnerships
Program (HOME); and
V�'HEREAS; staff has prepared the 201�-2019 Consolidated Plan (`Con Plan `) definins
the ooals and objecti��es for the fi��e-vear planning period; and �
V�'HEREAS. Fiscal Year 2015-2016 Annual Action Plan ("Action Plan") using the
goals set forth in the 201�-2019 Con Plan and per HUD Rules and Regulations; and
WHEREAS. ihe Cit�� ��ill recei��e a Fiscal Year 201�-2016 CDBG entitlement of
�1J69?14. a HOME entitlement of��71.833: and an ESG entitlement of�1�3.270: and
R'HEREAS, the Cit�� ���Il allocate �193,726 of un-proarammed CDBG funds and
�28�,3�0 of HOME funds ��hich brings the total CDBG funding to $1,962,9�0 and HOME
fundine to �8�7.183 respectivel}�: and
R'HEREAS, the City follo�+�ed its Citizen Participation Plan and held public hearines
on housing and communitv needs on No��ember 18, 2014, and April 21, 201�, at which time
public testimon�� �aas received and considered b�� the Cit�� Council �aith respect to the 201�-2019
Consolidated Plan and the Fiscal 1'ear 201�-2016 Action Plan: and

WHEREAS, staff has determined that the proposed activities eligible for CDBG.
HOME and ESG funding meet the national objectives to benefit primarily loH�-income
households or aid in the elimination of slums and blight: and
WHEREAS, staff has determined that the sub/recipients/contractors identified in the
Fiscal Year 2015-2016 Action Plan and Attachment A (aftached hereto) are eaperienced and
staffed in a manner such that the}� can prepare and deliver the services required by the City; and
WHEREAS. in the event that HUD withdraws the Citv's CDBG. HOME or ESG
funding, the Citv is not obligated to compensate the sub-recipients/contractors/developers for
program expenditures.
NOW, THEREFORE, BE IT RGSOI_VED by the City Council ofthe City of Chula Vista
as follows:
1. That it approves the 201�-2019 Consolidated Plan and the Fiscal Year 2015-2016 Annual
Action Plan ("FY 2014/201� Action Plan ') for the Community Development Block
Grant (CDBG); Home Investment Partnership Act (HOME), and the Emergency
Solutions Grant (ESG) Programs.
2. That it authorizes the City Manager or his designee to execute agreements for
management and implementation of the Fiscal Year 2015-2016 Action Plan between the
City of Chula Vista and each sub-recipienUcontractor/developer, identified in the Fiscal
Year 2015-2016 Action Plan, in substantially the form presented, and it further authorizes
the City Manager or his designee to make such minor modifications as may be approved
or required by the City Attomey.
3. That it authorizes the City of Chula Vista Development Services Department Director to
enter into a Memorandum of Understanding with the Directors of Recreation and Public
Works for implementation of the Norman Park Senior Center Program, The Therapeutics
Program and the Moss Street Capital Improvement Project in substantially the form
presented, and it further authorizes the City Manager or his designee to make such minor
modifications as may be approved or required by the City Attorney.
4. That it authorizes the Cit�- Manager to execute the HUD Funding Approval Agreements
and any other related documents necessary to obtain the HUD grants.
