ROLL CALL - CITY COUNCIL - Present: Councilmember Aguilar, Deputy Mayor Bensoussan, Councilmember McCann, Councilmember Miesen and Mayor Salas ROLL CALL - PLANNING COMMISSION P2sent: Commissioners Anaya, Fragomeno, Fuentes, Gutieirez, Livag, Nava (anived at 6:08p.m.) and Chair Calvo ROLL CALL - GROWTH MANAGEMENT OVERSIGHT COMMISSION Present: Commissioners Alato`re, Lengyel, Livag, Mosolgo, Rosales and Chair Torres Absent: Commissioners Bunker and Danciu Also Presenf: City Manager Halbert, Deputy City Attomey Shiray, City Clerk Nortis and Deputy City Clerk Kansas PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Councilmember McCann led the Pledge o7Allegiance. WORKSHOP 1. 15-0114 REVIEW AND CONSIDERATION OF THE GROWTH MANAGEMENT OVERSIGHT COMMISSION'S (GMOC) 2015 ANNUAL REPORT A. RESOLUTION NO. PCM-14-11 OF THE PLANNING COMMISSION OF THE CITY OF CHULA VISTA ACCEPTING THE 2015 GMOC ANNUAL REPORT, AND RECOMMENDING ACCEPTANCE BY THE CITY COUNCIL Ciry of CAWa Vsta Gaga 7 Ciry Council Meefing Minutes-Final April 23,2015 B. RESOLUTION NO. 2015-092 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING THE 2015 GMOC ANNUAL REPORT, AND DIRECTING THE CITY MANAGER TO UNDERTAKE ACTIONS NECESSARY TO IMPLEMENT REPORT RECOMMENDATIONS AS PRESENTED IN THE STAFF RESPONSES AND PROPOSED IMPLEMENTING ACTIONS SUMMARY City Manage�Halbert intmduced Associafe Planner Vander Bie to present the item. 6rowth Management Oversight Commission Chair Torres reported non-compliant threshold standards lor the following areas and provided the Commission's recommendafions. Associate Planne� Vander Bie provided staff responses to each item. - Library. Lib2ry Director Waznis spoke regarding increasing library services, perhaps building a larger facility with the Millenia development to serve both Rancho del Rey and Millenia areas. - Police. — Pnonty- 1 and 2. Chair Toires stated that even wi[h the threshold changes, Pnonty 2 would be out of compliance. Police Captain Tumer spoke regarding the Police Oflicer sta�ng levels. He a/so sta[ed that fhe fa/se alaRn ordinance amendment had reduced the number of responses requiied and he expecfed an improvement next yea�. - Traffic. Pnncipal�Civil Engineer Rivera provided in/ormation on the Palomar on/ofl ramp that should be completed in August. - Fire/Emergency Medical Service. Fire Chiel Geenng spoke regarding goals and objectives to improve response fimes and pa6ent outcomes. He also provided in/ormation on future plans for stations on the Bayfront, Millenia and Village 8. GMOC Chair Toires stated thaf pipe maintenance should be made a pnonty. Director of Public Works Hopkins provided comments. GMOC Commissioner Livag encou�aged others to serve on the GMOC. GMOC Chair To�res reported compliant threshold standards for the following areas and p�ovided the Commission's recommendations. Associate Planner Vander Bie provided staH responses to each item. -Parks&Recreation -Drainage � -Schoo/s -Sewer -Air Quality - Water Mayor Salas acknowledged that even though some items are out of compliance, the gap is closing. ACTION:A motion was made by Chair Ca/vo, seconded by Commissioner Anaya, heading read, text waived The motion carned fo adopt Resolution No. PCM-74-11 by the following vofe: Yes: 7-Anaya, Fragomeno, Fuentes, Gutienez, Livag, Nava and Calvo No: 0 Abstain: 0 ACTION: A motion was made by Deputy Mayor Bensoussan, seconded by Councilmember McCann, that Resolution No. 2015-092 be adopted, heading read, text waived.
