RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING FOURTH AMENDMENT TO THE AGREEMENT WITH DAMES
AND MOORE FOR THE PREPAP~ATION OF ENVIRONMENTAL DOCUMENTS
FOR THE OTAY RANCH PROJECT, AND AUTHORIZING THE MAYOR TO
EXECUTE SAID AGREEMENT
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, Modification No. Two to the contract with Dames and Moore for
the preparation of the environmental impact report (EIR) for the Ota~ Ranch
Project provided for an initial review of areas which could potentially be a
location of a project similar to the Otay Ranch; and
WHEREAS, this amendment (No. 2) did not provide the scope of work or
budget for the analysis and the initial review of the study area has
identified 4-5 ostensibly feasible sites in or adjacent to the San Diego
Metropolitan Area which should be subject to further environmental evaluation;
and
WHEREAS, the tasks which now must be completed to finalize the review of
off-site alternative are as follows:
Meet with Project Team and Baldwin Vista stiff to discuss identified
potential alternative sites, and discuss appropriate next steps.
Decisions will be made by the Project Team representatives, with input
from Dames & Moore and Baldwin.
Continue discussions with Project Team and Baldwin Vista staff to better
define appropriate considerations by which to evaluate alternative
sites. Decisions will be made as in Task 7.
Prepare a draft work scope for initial-level environmental studies
regardi~n~ the identified alternative sites.
Once the work scope 1.s approved, initiate and cOnduCt initial-level
environmental studies on five alternative sites. Sites under
consideration include areas east of Camp Pendleton, east of Escortdido,
east of Ramona, south and west of Ramona, and east of Otay Ranch,
Address the following issues considered most applicable to comparison
with Otay Ranch.

Summarize study results in a draft report.
Meet with Project Team and Baldwin Vista staff to discuss initial study
results, and to identify appropriate next steps {if any). Decisions will
be made per Task 7 discussion.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby approve the Fourth Amendment to the Agreement with Dames and
Moore for the preparation of environmental documents for the Otay Ranch
Project, known as document number C090-277, a copy of which is on file in the
office of the City Clerk.
BE IT FURTHER RESOLVED that the Mayor of the City of Chula Vista is
hereby authorized and directed to execute said agreement for and on behalf of
the City of Chula Vista.
